We Are Not Recruiting, Beware of Fraudsters-FRSC

Corps Marshal of the Federal Road Safety Corps, FRSC, Boboye Oyeyemi has
confirmed that FRSC is neither recruiting nor doing any form of replacement as
is being insinuated by some fraudsters outside, warning staff to desist from
such rumour or face the wrath of the law in accordance with the FRSC
Disciplinary Codes.
He stated this today while addressing staff of the corps’ national headquarters
at the Marshal’s Weekly Parade.
According to Bisi Kazeem, head of Media Relations and Strategy in a press
release, Oyeyemi said the rumour of recruitment being spread by some
fraudulent persons with intent to dupe unsuspecting members of the public
must be ignored, noting that any staff who is caught engaging in such act of
rumour mongering would have himself to blame.
He stressed that there was no way FRSC could engage in recruitment exercise
without following due process, which includes wide publicity to give every
Nigerian opportunity to participate in it.
“My attention was drawn to the rumour, and I want to put it directly
to you that FRSC is neither recruiting nor doing any form of
replacement as people are insinuating outside,” he stated.
The corps marshal expressed appreciation to the federal government for its
logistics provisions for the FRSC, noting that the 283 operational vehicles which
the president commissioned for the Corps last month coupled with the ongoing
construction of office accommodation in five states of the federation
demonstrated President Buhari’s passion for road safety.
He added that the empowerment had enabled the FRSC to carry out its
responsibilities of making the roads safe, and called on staff to rededicate
themselves in order to reciprocate the gestures.
On indiscipline among staff, the corps marshal warned staff to embrace
discipline in their official conducts and dealings with members of the public,
stressing that report of criminal activities of some staff reaching him was quite
disturbing.
Oyeyemi warned that FRSC as a disciplined organisation would not condone any
form of criminal act from any staff, adding that those that rush to the media to
spread unfounded rumours must stop forthwith, as FRSC had avenues for staff
to confirm authenticity of any report, instead of rushing to the media to spread
lies that compromise the integrity of the corps.
“I am disturbed by the activities of some staff who are fond of rushing to the
media especially, radio to spread lies that undermine the integrity of the FRSC.
That must stop forthwith. I have made it clear before that I would never allow
anything that go against the interest of the staff, and I stand by that
commitment,” he stated.
The corps marshal frowned at the activities of some staff who get themselves
involved in criminal acts like extortion, stealing, kidnapping or connivance with
any person or group to commit criminal acts, warning such to stop immediately,
as such staff would be promptly handed over to the appropriate authorities and
would not enjoy any form of protection from the corps.
He particularly warned staff to avoid touting and production of fake driver’s
licence, pointing out that such practices would be fruitless as the current
licensing system is foolproof and technology-driven, which makes it easy to
detect fake from genuine ones.
He was emphatic that any staff who was traced to any fake licence would pay
dearly for the act, including criminal prosecution in court.
Speaking on physical fitness of staff, the corps marshal enjoined every personnel
to take issues of their health serious by engaging in physical fitness exercise,
regular check-up and visit to hospital whenever the need arose.
He gave assurances that management would not abandon any staff that is
challenged on health ground, but warned them not to hide their health status
until it got worse.

This he said would not be in the interest of the family and the FRSC as a caring
organisation.
He therefore called on commanding officers to ensure full participation of staff in
the weekly games and monthly walking/jogging exercise to increase the level of
fitness of the staff.
On staff welfare, the Oyeyemi reiterated his commitment to providing welfare for
the staff, saying to this end, N200 million had been approved from the Post
Service Scheme, PSS, to serve as loan for staff who wish to procure personal
vehicle, with three years payback period.
According to him, management will not compel any staff to purchase a
particular make of vehicle, while disbursement of the loan to the beneficiaries
would soon take place at a ceremony in Abuja.
He assured that the ‘One man, one House’ project is on course, disclosing that
a scheme was being worked out particularly for junior marshals to enable them
benefit from the scheme.
He stated that very soon he would come out with a specific pronouncement
when the ongoing process is completed.
The corps marshal also disclosed that promotion exercise would soon
commence with junior marshals’ own taking place first.
He said in line with the extant policy, promotion would be computer based for
officers of all ranks and marshals on inspectorate cadre.
He, however, made it clear that with the limited vacancies available, promotion
would be competitive for the participants, urging them to increase their
intellectual and practical knowledge of the job to improve their performances
and possibility for elevation.

posted a comment on Facebook about the possible outcome of
General Muhammadu Buhari winning the elections which was
upcoming at the time.
Point by point, he predicted what would be the future of Nigeria under a
President Buhari and warned Nigerians against the choice. Many dismissed the
post which was made late 2014 as as election time “propaganda”. Even the
author dismissed his writing as far-fetched and unlikely to happen. But, still, he
warned Nigerians about their choices.
Guess what? It happened. And Ekezie’s Facebook note is now a reference point
as Nigeria deteriorates under the leadership rulership of General Muhammadu
Buhari. It’s an eerie feeling that comes upon anybody who reads this list of 22-
point predictions and discover that about 10 of the predictions have come to
pass.

for “instigating crisis” in the polity. [Contemplated, except for Channels TV, the

sentence fulfilled]
* 2019 elections approach. More reports of silent killings. The opposition parties
are too afraid to campaign or field a candidate against Buhari. Tinubu charges
NADECO to fight on hard against the dictatorship of Buhari as they “gallantly”
did against Abacha. The South East and South South laugh at him, asking him
to go and tame the monster he unleashed from chain unto Nigerians himself.
* 90% of the political parties adopt Buhari as their candidate. All opposition
leaders have fled the country, some missing. Militants in the Niger Delta step up
operations, routing the army and advancing northwards. Thousands of
volunteers join them, along with other militant groups to push Buhari’s forces
off the region.
* Buhari suspends Nollywood, declaring them a “source of immorality”…
Nigerians now are too afraid to resist. Many journalists are arrested and
detained for writing against the government.
* Brazil and Israel announce their support for the groups fighting the federal
government. They provide support and logistics. Now the Buhari-led federal
government gets real jittery. Inflation spirals out of control, over 25m people
displaced by the bitter fighting. Looting, rape and robbery by both citizens and
military personnel become very high.
* A major mutiny occurs within the armed forces. A nation-wide state of
emergency is declared. Rumours of the death of some past presidents in
detention filters out. A nation-wide state of emergency is declared. No more
elections. Year after year, the state of emergency on the nation is maintained.
The system grinds to a halt. Buhari. Is accused of refusing to lift the emergency
state so as to foist himself as president for life.
* The South East and South South declare independence from Nigeria. 14
nations recognize them. The FG calls it illegality of the highest order…
* North Central declares independence.
* The federal government calls for meeting of all “aggrieved regions” to
reconcile. None is interested.
Well, well peeps, welcome to my imagination! Do you think these events lack
bizarre possibilities?
Personally, I don’t believe Nigerians have so offended the universe to deserve
this.
So we can only avoid such scenarios by not bringing such unto ourselves via
our choices.

CBN may limit across-the-counter withdrawals to N10,000

CBN may limit across-the-counter withdrawals to N10,000. Nigerians are in for hard time as the country’s apex bank, Central Bank of Nigeria (CBN) has been told to limit across-the-counter withdrawals to N10,000, following a major drop in customers’ deposit. The call, made by Bankers Committee was due to with the industry recording a decline of about N1.03tn in total deposit. According to a report by Punch, between April 2015 and April 2016, the total deposits of bank customers with the Deposit Money Banks dropped by 5.6 per cent or N1.03tn from N18.54tn to N17.51tn. The banking sector also recorded a decline of N154bn in total assets within the one year period, from N27.58tn in April 2015 to N27.43tn as of April 2016. The industry’s gross credit to the private and public sector dipped by N41bn or 0.3 per cent from the April 2015 value of N13.4tn to N13.36tn in April 2016. The CBN in the document quoted in the report explained that the industry was operating above the minimum requirement of 30 per cent. It said as of April 2016, the banking sector’s liquidity ratio stood at 46.3 per cent as against 39.79 per cent as of April 2015. It said the sector also recorded a decline in earnings within the period as unaudited profit before tax for the industry decreased by 10.8 per cent (N24bn) from N222bn in April 2015 to N198bn at the end of April this year. CBN further explained that the banking sector was still faced with a lot of pressure points, some of which it listed as resurgence of inflationary pressures in the face of negative output growth; continuing low oil prices; and lack of fiscal buffers. Others are capital flow reversals; rising pressure on exchange rate in the face of declining external reserves; huge growth in credit to the government to compensate for declining oil receipts. According to the document, the bank is faced with policy challenges in the areas of stimulating output growth even with high rates of lending and inflation; and ensuring flow of credit to the real sector of the economy with liquidity trap in the banking sector. The huge decline in banks’ deposits, according to sources in the banking sector, has forced most of the banks to increase the targets given to bank workers, in a bid to improve their liquidity position. But a top bank official quoted in the report said the sad development was due to the withdrawal of government funds through the implementation of the TSA.CBN may limit across-the-counter withdrawals to N10,000 Nigerians are in for hard time as the country’s apex bank, Central Bank of Nigeria (CBN) has been told to limit across-the-counter withdrawals to N10,000, following a major drop in customers’ deposit. Anti-party activities: APC sets up panel to probe Gov Bello

An eleven-man disciplinary committee has been constituted to probe alleged
anti-party activities of Governor Yahaya Bello of Kogi state.
The committee headed by Senator Dino Melaye was constituted at a crucial
meeting in Abuja on Monday, June 13, The Punch reports.

Those at the meeting were members of the All Progressives Congress in the
National Assembly from Kogi state, House of Assembly members, executive
of the party in the state and prominent party leaders from the state.

Governor Bello was accused of appointing card-carrying members of the
Peoples Democratic Party in the state as commissioners, special advisers
and councils’ caretaker committee members.
He was said to have made all the appointments without carrying the party
along.
The Kogi APC leaders said: “Out of the 15 Commissioners he (Bello)
appointed, PDP has 13 card-carrying members while APC has two. Out of the
105 members of the caretaker committee members for the 21 local
government councils, PDP has 72 while APC has 33.
“Out of the 28 people he appointed as special advisers and senior special
assistants, PDP has 24, APC has one, APGA has one, Labour has one, Accord
has one.”
At the end of their meeting that lasted three hours, the party resolved that
the disciplinary committee will review the various allegations leveled against
the governor and report back within seven days.
Part of the resolution reads: “After much deliberation, the House noted that
Governor Yahaya Bello has substantially breached the provision of Article
21of the constitution of the APC. The House, therefore resolved to constitute
a disciplinary committee of 11 members to invite Governor Yahaya Bello and
give him the desired fair hearing .”

The party said it acted based on the Article 12 (8) of the APC constitution, to
convey the meeting and agreed to set up the committee made up of
members from the three senatorial districts of the state to invite the
governor, for necessary questioning.
According to the party, it had to take action following an alleged decision of
the governor to rebuff all attempts to hold a meeting with the state working
committee of the party since he was sworn-in as governor.
The APC threatened to take necessary disciplinary actions against Governor
Bello in accordance with the party constitution, in case he chooses to
disregard the party resolution.
Members of the disciplinary committees are Hon. S.T.Adejoh
(secretary), Senator Mohammed Ohiare, Senator Abubakar Abdulrahman,
Senator Nicholas Ugbane and Alhaji Haddy Ametuo, the APC chairman in
Kogi state.
Others are Hon.Buba Jibril, Hajia Hajara Aliyu, Hon. Folasade Joseph and
Hon. Suleiman Ali.
Bello was picked as the governorship candidate by the APC following the
death of the party’s flag bearer, Abubakar Audu who died on November 21,
during an ongoing election exercise.

Dino Melaye: I Will Be President Of Nigeria

The lawmaker representing Kogi West Senatorial District, Senator Dino
Melaye yesterday revealed his ambition to be the President of Nigeria
someday, asserting that, “I will be” president. He however did not state when
this will happen.
The senator spoke on Channels Television while appraising the first
anniversary of the Senator Bukola Saraki-led 8th Senate, arguing that, “the
Senate under Senator Bukola Saraki has done brilliantly well. But we would
have done better if not for this; like I call it this planted distraction by people
of inordinate ambition.”
Apparently referring to the assets falsification trial of Saraki at the Code of
Conduct Tribunal, CCT, which has been linked to the way he emerged as
Senate President, Melaye said; “you don’t kill a man for being ambitious.”
He continued; “Everyone is ambitious. I’m ambitious;like I want to be the
president of the federal republic of Nigeria. It shouldn’t be a crime. I will be.”
When asked by the anchor of the programme if he really wants to be
president, the lawmaker reiterated; “I’ll be. When we get to that bridge; we’ll
cross it.”

Ramadan: Attack on non-Muslims un- Islamic – Shariah council

Supreme Council for Shariah in Nigeria, Kaduna State chapter, yesterday, said
the assault by unknown thugs on a non-Muslim, Francis Emmanuel, for not
fasting is un-Islamic.
Chairman of the council, Sheikh Yusuf Sambo Rigachukun, stated this when he
led other members to visit Emmanuel on his hospital bed at Saint Gerald
Catholic Hospital where he is speedily recuperating.
The council equally donated some cash to assist him settle his medical bills.
The chairman represented by Sheikh Tukur Abdulsalam called on the public to
remain calm and wish the victim speedy recovery.
Speaking with journalists shortly after the visit, the state Secretary, Supreme
Council for Shariah in Nigeria, Abdurahaman Hassan, said those who unleashed
attack on Emmanuel do not represent Islam.
He wondered where it was stated that a Muslim should fight another person for
not fasting in the holy month of Ramadan.
“We heard about this unfortunate incident and we decided to come and greet
the victim on his hospital bed. What they did to him was un-Islamic. Those who
attacked him do not represent Islam.
“The victim receiving treatment is a Christian and he has nothing to do with
fasting during Ramadan. Even if a Muslim notices that another adherent of his
faith is not fasting during Ramadan, the only thing he can do is to take him to
a Shariah court. You can’t assault a fellow Muslim for not fasting not to talk of
a non-Muslim,” he said.
He appealed to public not to take laws into their hands.
“We appeal to all to respect human dignity irrespective of religion,” Hassan
maintained.
It would be recalled that Emmanuel was attacked by thugs for not fasting
during Ramadan in Kakuri, Kaduna metropolis, a few days ago.

Revealed: Majority of those who returned looted money are APC – Kwankwaso

Alhaji Musa Iliyasu Kwankwaso, a chieftain of the Peoples Democratic Party,
PDP, in Kano State, has revealed that the reason why the President
Muhammadu Buhari-led All Progressives Congress, APC, couldn’t published
names of those who returned looted money as demanded by most Nigerians
was because majority of those who made the lists were from the party.
Kwankwaso, who made the revelation in an interview,said President Buhari lied
to Nigerians when he said the list of treasury looters could not be published
because of legal action.
To my understanding, Mr. President said he cannot publish the list because of
legal action. For us as PDP members, Mr President lied because majority of
those who voted for APC are from PDP like Amechi, Rabiu Musa Kwankwaso
among other governors.
“Possibly, majority of people affected in the list are PDP, that is the reason why
they refused to release the list. They don’t suppose to give the list to
Information Minister, Lai Mohammed to release the names in first place because
EFCC has a public relations officer, and they are the one who write the names
of everybody.How can they handover the matter to information ministry and
why? he quarried.
According to Kwankwaso, “It is the responsibility of the EFCC, because it’s not
under any body, they can charge APC and PDP members, provided they are
telling Nigerians that they are not been selective. “That is the reason why they
refused to release the list. APC people are the majority in the list of treasury
looters. That is why they hided the list.
“Instead of EFCC to release it, they allowed federal government to have the list
so that they can delete the APC members.
“Anytime you read papers Buhari and APC members will be saying PDP people
are thieves, and stole all the money, and you cannot call someone thief until a
competent court declared the person of doing so,” he reasoned.

Ali Modu Sheriff Finally Resumes As PDP Chair

The embattled National Chairman of the Peoples Democratic Party, PDP, Sen.
Ali Modu Sheriff has finally been granted access to the party’s National
Secretariat.
Sheriff had earlier today been denied access when he stormed the Secretariat
to takeover the leadership of the party.
DAILY POST reports following the refusal to grant him access to the
secretariat, the embattled Chairman headed to the office of the Inspector
General of Police, Solomon Arase to report the matter.
The outcome of Sheriff’s meeting with the police boss was, however, not
made public.
The former Chair was sacked by the party during the May 21 National
Convention in Port Harcourt, Rivers State.

Niger Delta Avengers call for ceasefire, ready for dialogue



The Niger Delta Avengers, NDA, has agreed to dialogue with the Federal
Government.
The group has, therefore, suspended its “Operation Red Economy,” which has
crippled the oil industry since February.
A statement issued Monday by its spokesman, Brig. Gen Mudoch Agbinibo
called on its members to ceasefire pending the outcome of the dialogue with
the federal government.
The statement reads in full:
”The high command of the Niger Delta Avengers (NDA) is using this medium
to restate that there are no new items to put on the table for dialogue, we
only want a genuine attitude and conducive atmosphere that will make us
commit to any proposed dialogue and last peace talk. We want the federal
government to commit members states of the multi national Oil Corporations
to commit independent mediators to this proposed dialogue; we believed that
it is only such environment that will engender genuine dialogue that will be
aimed at setting up a framework for achieving the short, medium and long
term demands of the Niger delta to de-escalating this conflict and bring
about a lasting peace.
”The NDA high command is restating our commitment to attack the interest
of oil corporation and international refineries operators that bring in vessels
to the Niger delta territory to buy our oil that every successive government
have refused to used and reapply the proceeds towards any development in
the region since 1958. If they refuse be heed to our advice will result to
sinking of two their mother vessel as an examples to others They should not
undertake any repair of pipeline, oil and gas facilities that is damaged or
attacked by our forces during this period of “Operation Red Economy” until
and/or after the dialogue.
”We are using this medium to warn and condemn the activities of all brands
of social media agitators being peddled around by some politicians to
promote their criminal ways in affairs of the Niger Delta. This genuine spirit
behind our struggle for the Niger Delta cannot be derailed on the basis of
connivance by politician, traditional rulers, settled ex- agitators and criminals
moving around to fill their pockets.
”The issues of the Niger delta are as old and as new as the days of Pa.
Dappa Biriye, Major Jasper Isaac Adaka Boro, to Ken Saro Wiwa and the
government of President Musa Yar’ Adua. We are warning this government of
President muhammadu Buhari, not to turn the essence of genuine peace talk
and dialogue to political jamboree that is prevailing now where all manner of

Supreme Court Of Canada Legalises ‘Sex’ With Animals In Bizarre Ruling


Canada’s highest court has just ruled that some sex acts between humans and
animals are legal.
In a controversially quixotic ruling, the country’s high court ruled that a man
who was on trial for raping and sexually exploiting his own daughters wasn’t
guilty of “bestiality.” The man reportedly , “smeared peanut butter on the
genitals of his victims and had the family dog lick it off while he videotaped the
act.”
The convicted man took his case to the Canadian Supreme Court, demanding
that the bestiality charge be nullified. In the end, the court agreed.
As a result of the rape case, the court ruled 7 to 1 that humans having sexual
contact with animals is OK if there is no “penetration” involved in the act.
Technically, this means oral sex with animals is legal in Canada.
In its ruling, the court decided that the legislature had not clearly defined the
terms in the country’s bestiality laws and the way the statute is written should
be read to only outlaw animal penetration, whether that penetration is animal
to human or vice versa.
“Although bestiality was often subsumed in terms such as sodomy or buggery,
penetration was the essence — ‘the defining act’ — of the offense,” the court’s
ruling states as reported by The Independent .
The high court’s lone dissenter, though, said the ruling would mean open
season for the sexual exploitation of animals.
“Acts with animals that have a sexual purpose are inherently exploitative
whether or not penetration occurs,” Justice Rosalie Abella wrote in her dissent.
Animal rights activist Camille Labchuk agreed with Justice Abella. “As of today,
Canadian law gives animal abusers license to use animals for their own sexual
gratification,” she told the paper. “This is completely unacceptable, contrary to
societal expectations, and cannot be allowed to continue.”
The question is a troublesome one here in the U.S. as well, dividing liberals and
serving as a watchword to conservatives.
Recently, for instance, animal rights activists in Ohio were rallying for the
legislature to make it more explicit that sex between humans and animals is
forbidden by state law.
In April, animal advocates were seen protesting at the state capital in Columbus
to raise awareness that Ohio has no law outlawing sexual exploitation of
animals after a 61-year-old man was arrested for committing sex acts with
dogs.
Ohio is one of only eleven U.S. states that don’t have any bestiality laws on the
books, advocates say.
The U.S. and Canada are no outliers in having a mixed record when dealing
with bestiality. A recent article from the Daily Mail lamented the troubling new
trend of “animal brothels” rising in Germany as many humans are claiming sex
with animals is just another “lifestyle choice.”

Consequently, the Managing Director and all Executives of the Company
are directed to hand over immediately to the most senior officer in their

instructed to handover to the most senior officer in the audit department.
While appreciating their services, the federal government has appointed Mr.
Chiedu Ugbo a lawyer as the Acting Managing Director of the company.

Babangida Returns To Nigeria Hale And Hearty

Nigeria. He arrived the Minna Int'l airport on Friday in a private aircraft. IBB
arrived around 3:30pm from Germany after a medical trip and was spotted
wearing a black kaftan.
The former Military President was in company of his son, Aminu, and daughter,
Halima, and was welcomed at the airport by his first son, Mohammed, daughter
Aisha, former governor, Abdulkadir Kure, Umar Ndanusa and former federal
permanent secretary Idris Adamu Kuta.
His close associates said IBB still need some rest, after which he would address
the press.

US Backs Dialogue With Niger Delta Militants

The United States embassy in Abuja issued a statement today endorsing
dialogue between the Nigerian government and militants in the Niger
Delta region.
The statement follows the several deliberate explosions of gas and oil pipelines
in the Niger Delta region by militants, including the newest group the Niger
Delta Avengers.
Statements by the Niger Delta Avengers vowed to totally halt oil production in
Nigeria.

Hundreds Of Protestors Rock National Assembly Over Islamization Bill



Hundreds of protesters under the aegis of the Coalition of Civil Society and
Faith Based Organization (CCSFBO) on Tuesday, June 7, 2016 staged a protest
at the National Assembly over the ongoing amendment of the Sharia laws,
insisting that alteration of section 262 and 277 of the 1999 Constitution as
amended is an attempt at the Islamization of Nigeria.
The protesters who were of both Christian and Muslim faiths warned that a bill
which is seeking the increase in jurisdiction of the Sharia Court of Appeal of the
FCT and Sharia Court of the states as it borders on the criminal justice system
of the nation is an attempt to create disunity in Nigeria.
According to Vanguard , the group staged a peaceful protest from the Unity
Fountain to NASS Complex, carrying placard with various inscriptions
stating:“Christians and Muslims are one”, “Do not alter section 262 and 277”,
“Don’t abuse our freedom”, “We love Nigeria, we love our unity”, etc.
The convener of the rally, Obande Gideon during his address to newsmen faulted
the leadership of the House for encouraging the introduction of a religious
doctrine into the constitution of the nation knowing fully well that Nigeria is a
multi-religious nation.
“With the clear picture that some of the suggestions of the Sharia law for
example; amputation and stoning to death etc are dehumanization, we see this
as a clear and deliberate attempt to heat up the polity of this country bearing in
mind that we have suffered a lot of crisis on religious lines,” Gideon said.
“We see this as a direct infringement on our fundamental human right as every
citizen of this great nation is entitled to the freedom of worship, we thereby see
the above move of engrafting the provisions of the sharia law into the sections
262 and 277 as a direct imposition of an Islamic doctrine on the Nigerian
people and especially the Christian Community in Nigeria.
Gideon said it was surprising that those from other religious extraction in the
house and those considered as noble people in the House of Representatives
despite their religious affiliation have kept silent over the controversial bill.
“We are totally disappointed that the Speaker and his team of leaders in the 8th
assembly will allow an amendment that will temper with the rights of Nigerians
despite the support and solidarity he has enjoyed from Nigerians which is totally
devoid of religious or ethnic sentiments, he said.
Similarly, a representative of Muslim community, Ibrahim Dallah described the
ongoing amendment of the Sharia laws as a cog in the wheel of progress in the

Stephen Keshi Dies At 54



What a sad day for Nigeria! One of Nigeria's most iconic sports personalities,
former Super Eagles captain and former coach of the team, Stephen Keshi, has
died. According to his family, he died in the early hours of today Wednesday
June 8th of Cardiac arrest in Benin, Edo state. He was just 54 years old. He
wasn't even ill, he just suddenly died. His family has announced his death.
“With thanksgiving to God, the Ogbuenyi Fredrick Keshi family of Illah in
Oshimili North Local Government Area of Delta State, announces the
death of Mr. Stephen Okechukwu Chinedu Keshi.ur son, brother, father,
father-in-law, brother-in-law, has gone to be with his wife of 35 years
(Nkem ), Mrs. Kate Keshi, who passed on on the 9th December 2015.
Since her death, Keshi has been in mourning. He came back to Nigeria to
be with her. He had planned to fly back today Wednesday, before he
suffered a cardiac arrest. He has found rest.” his brother Emmanuel Ado
said in a statement.
Such a shocking news. He is survived by four children and his mother. May his
soul rest in peace, amen.

FG inaugurates committee to negotiate with N’Delta Avengers



The Federal Government on Monday night announced that it has set up a
committee to negotiate with the militant group, Niger Delta Avengers, that
has been involved in the destruction of oil installations in the Niger Delta
region.
The Minister of State for Petroleum Resources and Group Managing
Director of the Nigerian National Petroleum Corporation, Dr. Ibe Kachikwu,
who said this in Abuja, explained that the move was aimed at halting the
deadly attacks which had made Nigeria’s oil production plummet to 1.5
million barrels per day.
According to him, the team that will engage the militants will be
coordinated by the Office of the National Security Adviser.
He said other members of the team included himself, the Minister of Niger
Delta Affairs, Usani Uguru as well as selected leaders, kings and influential
individuals from the Niger Delta.
Kachikwu said, “The President has appointed a team led by the NSA and I
serve in one of those, to begin the process of a very intensive dialogue with
those caught in the middle of this. I am sure that in the ensuing one week
the intensity of that dialogue will wrap up.
“The NSA is going to be working with the various arms of the armed forces
to descale the intensity of military intervention in the area within a week or
two so that dialogue can take place. We are making contacts with
everybody who is involved, the ones that we can identify, through them, the
ones that we can’t identify so that there is a lot more inclusiveness in this
dialogue. Our prayer is that this works so that we resort to dialogue rather
than use of force.”
On the loss recorded as a result of the attacks by the Niger Delta Avengers,
Kachikwu said, “Over the last two months, we have probably lost about
600,000 barrels from various attacks of militants in the area. In terms of
production, we are roughly at about 1.5 million to 1.6 million barrels a day,
down from 2.2mbd which is the basis of this year’s budget and if peace
reigns, obviously between now and August we will be able to recover
substantial portion of this production so that the budget doesn’t suffer.”

Mambila Power: The Hurdles FG Must Cross

State has spent over 30 years on the drawing board without becoming a reality.
Our reporter examines the reasons for the delay and the way out.

Since the contract was first awarded in 2007, the Mambilla Hydropower Project
in Taraba State has been facing a lot of challenges which delayed in its take-
off.
Experts have said that the power play around the project may have deprived
Nigerians from reaping the benefits four years ago. The effect, they say, is that
Nigeria has gained more dark days than light due to over investments in the
thermal, gas-reliant power plants.
Now, with another administration in place, there are hopes that the old hurdles
can be surmounted for work to fully resume at the site of the mega power
project.
The Federal Ministry of Power, Works and Housing, in a recent update on power
stations in the power sector, said that out of the 26 stations, only three are
hydro based. They are the Kainji/Jebba Generation company (Genco) and the
Shiroro Genco operating at less than 1,000megawatts (mw) combined capacity
at present.
With the continuous vandalism of oil and gas infrastructures in the South, the
country’s power supply has been a nightmare as it rose barely above 3,000mw
last week and went down again to 2,500mw at the weekend.
A former official of the Bureau of Public Enterprises (BPE) and an expert in the
power sector told Daily Trust at the weekend that the politics which beclouded
the largest hydro-project (Mambilla) in West Africa has left the national grid to
drop to 2,500mw due to poor capacity from the hydros.
The expert said that the Mambilla station should have been ready since 2011 to
provide 4,000mw electricity. Similarly, the 700mw proposed Zungeru hydro
ought to be completed next year. Unfortunately, the plant faces a legal tussle
that hampers success on its construction.
“With the capacity from Kainji/Jebba and Shiroro hydros, we could get up to
4,000mw from hydro Generation companies (Gencos) alone and we would not
have been in darkness now,” he said.
He disclosed that the ideal capacity of the Mambilla hydropower is 2,600mw
and not 3,050mw as represented by the past administration. Being privy to the
original project documents of May 2007, the expert said that the initial
consultant of the project, Lahmeyer Nigeria, estimated that it was meant to
generate 2,600mw.

He said that a former vice president of Nigeria got a new French consultant
who expanded the project’s scope to 3,050mw and revalued the cost to $3.2bn
(about N636.9bn) in 2011.
The power sector expert attributed the delay in starting the project since 2011
to the inclusion of Sinohydro Corporation, a Chinese firm that was not part of
the original bid winners-CGC/CGGC in 2005.
“The Obasanjo government signed the contract with the Chinese firm in 2007
and if it was followed by now, we would have had 2,600mw additional
hydropower to the grid. But the people who stopped it are in this country and
they stopped it for selfish reasons. They wanted to put their candidates there
even when they did not work on the project tender.”
The Daily Trust gathered that the CGGC recently had a meeting with the
Presidency on the Mambilla project on the need to return to the original project
design.
 A source said: “With the coming of President Muhammadu Buhari in 2015,
CGGC had to revert to the original bid document and contract of 2007. That
was what the project faced for the last eight years during which it should have
been completed and operated.”
Meanwhile, recent updates from the Ministry of Power, Works and Housing
indicate that the process for the commencement of the project will record
significant boost this year.
Mr Babatunde Fashola, the Minister, Ministry of Power, Works and Housing,
recently said that Mr Darious Dickson Ishaku, the Taraba State Governor, who
was a former minister of state, power, would acquire land for the project.
“The first thing to do is to acquire the land and deal with compensation issues,
which the governor has promised to deal with,” Fashola said.
“The feasibility study has been done and so too the environmental impact
assessment. We move one day at a time closer to starting Mambilla.”
A director in the power ministry has said that the government has agreed that
“two Chinese firms should handle the engineering, procurement and construction
(EPC) contract, adding that the firms are the Gezhouba Construction Group
Corporation (CGGC) and the Sinohydro Corporation.”
Records show that CGGC has exclusively completed or participated in
construction of over 100 hydropower stations, including the world’s largest
hydropower plant, the Three Gorges Project, in Hubei Province, China, which
generates over 20,000mw.
Sinohydro is presently engaged alongside another Chinese firm, CNEEC in the
710mw Zungeru hydropower project in Niger State since May, 2013.
The official said that the project cost has been reviewed as “the Bureau of
Public Procurement (BPP) has valued the project at $5.732billion (about
N1.140trn).
The source, who is privy to the project, said that the contract is for a period of
63 months (over five years), including 12 months for a defect liability period
(test running) before it is handed over to Nigeria.
Another official who is privy to the legal aspect besetting the project, said that
the federal government will contribute its 15 per cent equity financing from the
proceeds of N1trn sales of 10 power plants under the National Integrated Power
Projects (NIPPs) whose transaction is pending since 2014.
The ministry official and our expert sources said that the balance of 85 per cent
fund is now with the China Export Import (EXIM) Bank and would be disbursed
once Nigeria provides its 15 per cent fund.
The director said that the country will negotiate for a loan from development
agencies to enable it fulfill its part of the agreement, should the expected NIPP
fund suffers more delay.

Blackout in Northeast over attack on power installations

The destruction of gas installations by the Niger Delta militants and attack on
electricity poles, cables and installations along Biu-Damboa-Maiduguri road by
Boko Haram militants have thrown a large part of the North Eastern region into
darkness with Maiduguri, the Borno State capital, not having light in the last six
weeks.
 Senior Communications Officer of the Yola Electricity Distribution Company
(YEDC), responsible for the distribution of light to Borno, Yobe, Adamawa and
Taraba states, Kingsley Nkeneme, has attributed the blackout to low supply
from generating plants.
He explained that the attacks on pipelines in the Niger Delta region by militants
disrupted power supply to most parts of Nigeria, including the four states of the
North-East being controlled by his company. Presently, the country depends
mainly on gas to generate electricity due to the low level of water in River Niger
which has affected hydro electricity generation.
He said the company receives about 63 mega watts of electricity, representing
0.3% of the requirement of the four states, saying the company had enjoyed as
much as 104 mega watts immediately after President Buhari assumed office last
year.
Nkeneme also said the problem was further aggravated by Boko Haram attacks
on electricity equipment as well as damages caused by rainstorm on
distribution lines.
He however added that a transmission line that broke down in a remote area
around Biu-Damboa road was under the control of the Transmission Company
as such the problem was beyond the YEDC.
Responding to allegations that the company had been charging unmetered
customers for the period of the blackout, Nkeneme said customers have the
right to contest their bills by writing to the company and that the company
would not disconnect such customers until the issue has been resolved, saying
the company is working hard to provide pre-paid meters to its 75,000
customers in this year.
Reports from the affected states reveal that despite epileptic power supply,
customers are still billed even for the period of the blackout when no supply of
electricity was made.
In Maiduguri, there has been total blackout for about six weeks as most dealers
of yoghurt, who rely on electricity from the national grid to preserve their
products, have been forced to close their businesses while those that can afford
alternative energy sources have resorted to using generators.
Alhaji Modu Fantami, who sells yoghurt at West End area of Maiduguri, said he
has been forced out of business due to lack of power supply to preserve the
yoghurt, saying, “I do not have money to buy big generator that can power my
fridges. The ice blocks we used to buy three for N100 is now N80 each.”
The situation from Yobe State is better as residents say though they are
experiencing acute shortage of electricity supply, theirs is not total blackout as
they get electricity supply intermittently on a daily basis from the same Yola
Electricity Distribution Company (YEDC) in major towns of the state including
Damaturu, Potiskum, Gashua, Buni Yadi and Nguru.
Electricity supply has been a mirage in some of the towns while others
experience intermittent load shading for days.
In Damaruru, the state capital, heavy windstorm destroyed several electricity
poles thereby depriving the town power supply for almost a week.
Residents of some parts of the town complained of blackout each time there
was a wind storm. A resident of Bra-bra Housing Estate, Inusa Mohammed,
said they have been in darkness for 5 days.
"We used to have light for five hours on the average daily but spend over a
week without electricity each time there is wind storm. This happens every year
but the PHCN and now YEDC have not been able to provide a lasting solution,”
he said.
In Potiskum, one of the industrial towns in Yobe, many local factories are
affected by the outage, a situation that caused tremendous increase in the
prices of products like trailer body and other fabricator said the amount they spend on diesel has
now gone up and it’s having a multiplier effect on consumers due to the poor
electricity supply in the area. “A trailer body sold at N2.5m is now almost N3m.
It ordinarily would have been far less if electricity instead of diesel is used."
In Yola, the capital of Adamawa State, there was outrage recently when
customers on estimated billing said the YEDC slashed their bill only by half
when they got almost zero supply of electricity.
A resident of Yola, Malam Bello said, "I do not have meter, so my monthly bill
has been N7,000 since the increase in tariff but now that there was no power
supply within the month, instead of my bill to reflect the two months black out,
they charged me N3,500 for no supply. I don't know whether they are re-
introducing fixed charges."
Residents of Jalingo, Taraba State capital, decried poor electricity supply from
Yola Electricity Distribution Company.
Some of the residents who spoke to Daily Trust over poor power supply in the
state capital said there has been total black out in most parts of the city for the
past two weeks.
Mr James Bulus, who resides at Saminaka quarters in the metropolis, said for
the past two weeks there has been no supply of electricity in his area. He said
most residents in the area now use generators in their houses as a result of the
blackout.
At the Nana Aisha Quarters, the story was the same as a resident of the area,
Malam Bello Musa, also complained of non supply of electricity, saying, “For the
past two weeks, we’ve not had light in our area though staff of Yola Electricity
Distribution Company keep bringing bills to us.”
Daily Trust findings revealed that only those on 33KVA line supplying top
government officials and the rich in the society get uninterrupted power supply.
Residents of Mile 6, Roadblock and ATC Quarters, who used to get constant
supply in the past, said the story was different now as the supply is now
epileptic.
Meanwhile, all commercial centers and banks are complaining of poor services,
a situation they said has increased the cost of running their businesses.

PVC Sells At 10,000 Ahead of Edo APC Primaries

A governorship aspirant in Edo State, on the platform of the All Progressives
Congress (APC), Engr. Chris Osa Ogiemwonyi, has raised alarm over an alleged
plan by some influential politicians to disenfranchise the party’s statutory
delegates.
Mr. Akemokue Lukman, the director of planning, strategy and operations of
Ogiemwonyi Campaign Organisation, who addressed journalists yesterday in
Abuja, alleged that some lawmakers have started collecting the Permanent
Voter’s Cards (PVCs) from delegates, ahead of the APC governorship primary
election in Benin, scheduled to hold on June 18.
He alleged that the PCVs were collected in exchange for N10, 000.
Mr Lukman, who said the move was an attempt to smuggle Mr Godwin Obaseki,
the alleged preferred candidate of Governor Adams Oshiomhole into the contest
through the back door, called on the affected delegates to go and collect their
PVCs from the ward and local government chairmen.
He described the move as “unacceptable” to the generality of Edo people, party
members and delegates, as well as the good people of Nigeria.
Lukman, who said the issue was serious because both the party’s membership
card and the PVC would be used as means of accreditation during the APC
governorship primary election, called on the Inspector General of Police,
Solomon Arase, to arrest all those allegedly intimidating the delegates and
asking them to submit their PVCs for “untoward purpose”.
But in a swift reaction, Mr Obaseki, said, “I’m not sure Engr. Ogiemwonyi would
have made a statement like that. He is too responsible to say such a thing.
Nothing like that happens. I was in Auchi yesterday (Sunday), where Hon. Philip
Shuaibu hosted about 400 delegates from Etsako.
“We were all seated there and they all (delegates) have their voter’s cards. So,
for someone to make such an unguided statement, it is rather unfortunate. This
is what we try to discourage in my campaign. We must run a campaign that is
clean and truthful; a campaign that sticks to issues on ground.”

Sen Sani alleged that El-Rufai had during a town hall meeting in Giwa Local
Government of Kaduna State, threatened to “crush him”.
“We could have easily dismissed or ignored this statement as tantrums of an
accidental..., but we decided not to take things for granted, in view of the
governor’s mean and vicious history, and his allergy to criticism.
“We view his unguarded and provocative utterances as nothing but a hate
speech, and a direct threat to the life of Sen Sani and others, whom the
governor perceived as his “enemies.”
Responding, the acting state publicity secretary of the APC in Kaduna State,
Salisu Tanko Wusono, said, “Crying wolf and insinuating that anyone wants to
attack them further exposes them as lightweights.
“These are people clinging on straws, and trying to create mischief, conscious
of their political weakness as a coalition of the defeated, the deluded and the
selfish discontented.
“Their leaders lost bids to become state chairman and governorship candidate.
They were trounced by democratic means, and they know it. The same
democratic instruments and the rules of the party are what they seek to
undermine.
“They have been engaged in these irresponsible antics since 2014. The APC
and its leaders have every right to warn them to desist from puerile politics. No
one will be allowed to thwart the APC from deepening its success. The APC will
not waste time pandering to the insecurities of politicians, who interpreted past
efforts to embrace them as a kind of weakness,” he stated.

Governor Samuel Ortom of Benue state is ready to wield the big stick on

According to a report on Leadership, the governor is angry over the death of
his security aide and may soon sack some of the top government
functionaries connected to Igbana killing.

The men of the CID at the Benue state police command had last Friday, June
3, arrested a special adviser to the governor (name withheld), and seven
others over alleged killing of special assistant to the governor on security,
Igbana.
This further triggered the ire of Governor Ortom who had said in a press
statement signed by his chief press secretary, Terver Akase, “that he will not
shield anyone that is found by security operatives to be connected to the

NAIJ.com recalls that the killing of Igbana had propelled fervent prayers and
fasting to dedicate Benue to God, during which Governor Ortom laid bare and
cried profusely for divine intervention.

Ortom urged Christians in the state to fortify themselves with prayers and
declared that anybody waiting to see if his administration would fail would
be put to shame.
Denen Igbana was murdered after gunmen invaded his house around 2.30am
on Friday, May 20, and shot him dead. Governor Samuel Ortom had vowed to
fish out killers of his Igbana.
According to him, the assassination of his aide is irreparable, adding that the
death was a heavy blow to him and the entire administration.
He promised to quickly mobilize security agencies to unravel the killing and
fish out the culprits.

FG Suspects Possible Foreign Consiparcy In Niger Delta militancy

If a report by New Telegraph newspaper is anything to go by, the federal
government of Nigeria has begun an investigation into the possibility that
some foreign nations may be backing Niger Delta Avengers.
The intelligence arm of the military and other security agencies were said to
have launched an investigation into the source of supply of the sophisticated
arms at the disposal of the militant group.

The emergence of another group – Joint Revolutionary Council (JRC) who
recently threatened to launch six missiles in the Niger Delta tomorrow, June 7
has raised more concern within security and military circles.

A source however said the military won’t embark on a full military operation
in the Niger Delta as they were mindful of the need not to aggravate the
situation and also protect innocent people in the region.
According to the source, the new strategies being mapped-out, will not
exclude the protection of human rights, as well as the rule of engagement
(ROE).

“There are international machineries that have been employed for the sole
aim of destabilising the nation, in order to control our oil.
“When you hear these guys say they are launching missiles, it is from the
support of their international conspirators. Some of these countries gather
information from where they do comparative analysis.

cut production by about 800,000 barrels per day (bpd). Whichever way you
look at it, yes, there could be the possibility that they (agitators) have
international collaborators.

Meanwhile, panic stricken villagers, who had deserted their respective
communities in the wake of the military onslaught against the Niger Delta
Avengers, are still afraid to return home despite the gradual disengagement
of military personnel in the area.
The communities affected are Oporoza, Kurutie, Okerenkeko, Gbaramatu and
other neighbouring villages and environs.

Hurdles before Barkindo, new OPEC scribe


10 years after serving in Acting capacity, luck finally smiled on a
former Group Managing Director of the Nigerian National
Petroleum Corporation (NNPC), Mr. Mohammed Sanusi Barkindo
as he was appointed the Secretary General of the Organisation of
Petroleum Exporting Countries(OPEC).
Barkindo is bringing on board a 23 year career experience garnered
in Nigeria’s state oil corporation-NNPC and the oil and gas
industry in general.He is expected to occupy the position for three
years in the first instance with effect from August 1, 2016.
Expectations from stakeholders beyond Barkindo’s rich credentials
which saw him serving for 15 years on the OPEC Economic
Commission Board while also chairing the strategic Production
Quota Committee of OPEC, the stake are high for the scribe,
especially at this period when the global oil industry is confronted
with a myriad of challenges with implications for cost cutting/
saving measures on the part of operators and oil producing
countries. On his expectations from the new scribe, Head of
Energy Research, Ecobank Group, Mr. Dolapo Oni, said, though
Barkindo’s role would be more at the international level, rather
than local, he believed that such roles it well articulated would
trickle down to more benefits for OPEC member countries,
including Nigeria.

Former Minister Power, Barth Nnaji Profers Solutions To Nigeria's Power Crisis

FORMER Minister of Power, Professor Barth Nnaji recently spoke
to Daily Sun in his country home at Umuode near Enugu. But he
would not discuss the circumstances that led to his exit as
minister of power in the President Goodluck Jonathan’s
administration.
He opted rather to speak on how to improve power in the country
and his readiness to supply regular and reliable power to Aba in
Abia State. Below are excerpts.
You are a professor of Robotic Engineering, what is it?
A robot is a machine that you can program to change its
functions.
So, it can be doing one thing now and you can change it to be
doing something else.
Your regular machines can hardly do so. More sophisticated robot
can its way around tasks. You tell it to go from point A to point
B and it finds its way to that place; it carries cameras
as form of site and is able to see its way and it can maneuver
around obstacles.
Does it reason? we are careful not to say that a machine reasons
so that we reserve that for human beings
created by God. But to a large extent we say it reasons, but
geometrically. In fact, the name
of our company, Geometrics is derived from that.
So, mathematically, it reasons
Yes, you can say that.
If a young person wants When you started the idea of geometric
reasoning, some of the
people who had been in academics before you said it would not
wo rk. What gave you the courage to forge ahead with the
concept.
When I know that something is right, you cannot stop me. That is
actually how
the Aba Independent Power project was started. I knew it was
possible. Back to
geometric reasoning, the feeling was that people had tried it
before me and could
not address the problem but I felt I knew how to do it and I knew
the combination
of things that would be put together to do it. So, I held on to
what I knew and
that was what brought the breakthrough that we had. It was the
first time ever and
it came from a black man. I should also mention that there is
another blackman
from this environment that had made some success. His name is
Omalu. He
discovered something that has been killing football players in
Americal. A movie
has been made out of it called concoction.


You should try and see the movie, it features Will Smith. You
know football
is a huge institution in America. They did everything possible to
make him look
stupid but he held on to his discovery and eventually he
triumphed and that’s
why they made the movie about him. The man is Omalu, an Igbo
boy. I knew him in
Pittsburg. He is now in California but he was in Pittsburg when I
was a professor
and he used to come to visit me when he was a resident doctor.
He is famous now.
What motivated you to go into Geometric power project in spite of
the huge financial lay out?
Like I said, I do not get deterred when I know that something can
be done. When
I know that something is possible and it would help solve a
problem in the society,
I will keep going at it until I see people who believe in the dream
and support me.
In terms of Geometric power, it started when I came here to serve
as minister in
the 90s during the Ernest Shonekan-led interimn government.
During that time, I found that the impediment to industrialization
was power. When I went back to America, I told myself that one
day I would come back to help address the problem and that
came in 2000 when the company I had formed for power bidded to
guarantee 15 megawatts of power in Abuja, but we had to build
22 megawatts to guarantee it. The interesting thing was that the
power was supplied to the central area of Abuja and the power
was regular for the period we handled it and that was because the
power was domiciled locally, it was not put in the national grid.
That thought me something and at that time, Aba people were
coming because they had heard about what we did in Abuja. At
that time Ngozi Okonjo Iweala was going to Aba with the
president of the World Bank and they invited me to join them.
They went to Ariaria market and asked the people what they
needed
to increase their productivity, they said if they got reliable
electricity, they can triple their productivity. That was when Ngozi
and the world bank people turned to me and told me that the ball
was in my court. That was how the journey started.
So, we made sure that this project is designed in a way that there
is absolute reliability. The project was designed on that basis.
The world bank gave some support to this project, was it a loan
and since the project has stayed far longer than expected, what
has been their reaction or do they understand what is happening?
We are the first independent power project in Nigeria, in the real
sense of it; the world bank supported us with an initial grant to
do a feasibility study.

They later put equity investment in our company but they backed
off when the Nigerian government sacked the regulatory
commission, That put us in a very awkward situation. It was not
our fault, it was the fault of the Federal government.
They said that when you sack the commissioners, it was no
longer a functional commission so they backed off and that
affected everything. To worsen matters, the financial meltdown
came around the same time to compound our problem,
What was the initial agreement between your firm and the Federal
government on this project .
The agreement had two tranches, First was the right of
concession which means that we have Aba for 20 years from the
time we inject power and start to give it out. It is an exclusive
lease of the network, nobody else comes there.
We have nine local governments under our cover. The second is
that if there was privatization, we would have the first right to
purchase the area and that was the right that was denied us
during privatization.
The matter has now been settled, how was that done?
It took almost four years for the matter to be settled, we were
battling with the Bureau of Public Enterprise(B.P.E), telling them
to look at the agreement and grant us the first right to buy the
area. We told them that it will hurt the country if you truncate
this agreement after we have made all the investment. It
will discourage other investors, but corruption is a terrible thing
in this clime.
They were not thinking about what the society stands to benefit
from this and what damage it will do to attracting foreign
investment. When former President Jonathan visited the place
shortly before the last presidential elections, he said that I must
have a lion heart given the investment he saw there and the
place was dormant. He said anybody who had made that kind of
investment and the place was not functional could have a heart
attack. God has been kind.
I did not suffer that. I believed in God and the fact that I was
doing the right thing for this country and my hands are clean. We
did something for which we ought to be praised but they decided
to take it away from us. All the investment would have gone
down the drain. So, I must thank the government of President
Muhammadu Buhari, the Vice President, the Minister of power,
Babatunde Fashola and the permanent Secretary in the ministry.
They all worked assiduously to see that the matter was resolved. I
also appreciate all their aides who worked with them at resolving
the issue. We all eventually saw the wisdom of resolving the
issues amicably.
I cannot tell you the full terms of settlement but I can tell you
part of it. When the conditions precedent are all met, Geometric
Power will take over Aba and its environs, complete the
commissioning process and begin to supply electricity to the
area.
That is all I can tell you now.
When will that be?
When we take over, we have to do the remaining internal
That means you have not taken over
No, we have not taken over. We hope in June or thereabout, we
will take over. The delay is not deliberate. We are going
through due process. There is a process to be followed. Yes, we
have signed an agreement but it does not end there. We still
have to pay back interest because they paid money to buy the
place. It does not matter how they got to buy it, the point
is that they paid money. There is need for recompense.


What plans do you have for the community where the power plant
is sited?
Geometric Power likes to be good corporate citizens. We have to
see that the community where we operate is making
progress, schools, health centre, street lights and where we can,
we fix roads in collaboration with the local governments;
there are nine of them where we operate. It is good that the
governor is already trying to make Aba a more modern city.
What capacity of power does Aba need and when can you meet
that demand?
Aba currently needs 100 megawatts but what they get now is
maximum of 40 megawatts but they have the capacity
to consume 100. They do not get enough power now because of
the sharing formula going on. Right now, we are beginning
with 141 megawatts. The city of Aba consumes most of the
power, the other local governments
consume minimal power. We have plans to continue to increase
the power. We are already building another
power plant in collaboration with General Electric(GE) of the
United States of America and it is at advanced stage now,
we call it Oma Power; it is different from the Aba IPP. It is a 500
megawatt power plant and it has a second phase that will
bring it to 750 and a third phase that will bring it to 1000
megawatts in the same place. It will cost about $1.5 billion.
With your experience in Aba plant and as a former minister of
power, how can we improve power at the
national level.
First, I need to say that the power reform programme is a solid
one, and I believe in it. I believe that the private sector
will do better in building power plants. I believe that some
modification of transmission is important. Government
should have ownership of the transmission grid but I think that
the transmission can be split into what I may call electricity
regions. I am not talking about geopolitical zones, whereby it
becomes possible for private companies to take
each region and make robust investments and yet they are
interconnected. A regional network does not mean that it is
disconnected from the national grid. The network will still be
national and operated the way it ought to but each segment is
robust and would not have the kind of problem we have. Now we
do not have the grid that can yield the kind of power the nation
needs and we need to do that. The private sector has the
resources and government does not have. I also want government
to encourage the sort of
thing we are doing in Aba. We had planned to do so when we were
there. I know it works.
That means you pick some high economic areas and give them to
IPPs. If you have that around the country, you are stimulating
the economy. We had planned to have ten of such areas around
the country. These are some of the ways to improve.
There is the issue of distribution, the government has to make
sure that those who purchase
distribution rights actually do what they have signed up
to do. That is very important. I believe that the people who are
there now are strong and have the political will to ensure that
people do what they signed up to do.
But what the Aba man really wants to know is this;
when will Aba and its environs begin to have regular
power supply.
That will happen before the end of this year but we will come in
about a month from now to begin to prepare. When
we come, power will still be the same way it is because you
cannot change everything overnight.
Our power plant still has to be commissioned, our networks still
have to be connected.
We built new networks which have to be connected to the existing
network. Aba has
three sub stations belonging to Enugu Disco or PHCN. We built
four brand new ones but they are not connected yet. What a new
substation does is to balance power and take it to places that do
not have. All those things still have to be done and until they are
done, you cannot have the kind of reliability we
are talking about. There is an asset transfer agreement being
worked out.
What would your charges be like; will it be affordable?

It will not be different from what the Enugu disco is charging.
We will charge according to what the regulatory agency permits.
We believe that continuos improvement will give the kind
of performance we expect. We have already invested nearly seven
times the value of Aba.
We have done about 40 kilometers of KV to ensure that there is
robust distribution. We have done 132 kilometers of 23kv.
Let us discuss the issue of cattle herders which recently became a
problem in Enugu, how do you
think this problem will be solved?
I will rely on my knowledge of how cattle is raised in other
places. I have lived in America and travelled all over the world.
I have never seen where cattle is taken around neighborhoods.
What people do in those places is to have ranches, which means
that you contain your cattle within that space and you provide
food for the cattle. Some people even grow corn in that
place to provide feed for the cattle. It has a lot of advantages
because by so doing, you monitor the growth of the cattle and
the quality of meat. You are also able to produce milk. I believe
that some people have it in parts of the North. I once visited
Nyako farms in Adamawa and I know there is a ranch
there. I believe it is the best way to go. If you want to go to
people’s
places to acquire grazing land, it will create problems.
But some of these people say they cannot afford
ranches and that they have always been nomadic
You cannot continue to do the same thing the same way.
People used to do subsistence farming in the past but that
is changing. May be, they can come together and own ranches
together. You cannot just march your cattle into people’s farms
and begin to make trouble with them. This used not to happen;
so there is something else going on.
