N60 billion Earmarked To Renovate 4,000 Kaduna Schools-El-Rufai

Governor Nasiru El-Rufa’i of Kaduna State on
Sunday said the renovation of 4,000 primary
schools across the state would gulp N60 billion.
He made the disclosure at the 50th anniversary
of Nuhu Baturen Makaranta Primary School at
Anguwan Kahu, Samaru in Zaria-City, Kaduna
State.
He said government had so far spent N6 billion
in renovating some selected 400 primary schools
in the state.
Mr. El-Rufa’i added that the state government
was considering the possibility of converting all
primary schools into storey buildings so as to
accommodate more pupils.
Commenting on the ongoing primary school
breakfast programme in the state, the governor
said government was looking at the possibility
of incorporating nursery pupils into the system
to give them a sense of belonging.
In a message, the Emir of Zazzau, Shehu Idris,
described the efforts of the state government
toward revitalising the lost glory of education as
a gigantic step in the right direction.
The royal father called on the people of the state
to rally round the present administration at all
levels to enable it deliver dividends of
democracy to all.

Nigeria Loses 1.3b Daily Over Attacks Of Niger Delta Avengers

                                                                       Militants

As a result of the incessant attacks on oil instalations in the Niger Delta, the economy of our nation is in dire situation.
Eni and Aiteo, two oil firms operating in Nigeria told the newinsightng that they lose 140,000 barrels of crude daily due to recent attacks on their facilities by militants.

At about $48 per barrel, an estimated $6.72 million (N1.3 billion) daily is lost by the two
operators due to the attacks. Eni, the Italian energy firm and parent company of Nigerian Agip Oil Company (NAOC) said its production was cut by 65,000 barrels per day following Friday’s attack on its pipeline in Bayelsa.

Earlier attacks in the oilfield on May 18 and 24 had resulted in a shutdown of some 5,200
barrels of Eni’s production. An Eni Spokesperson confirmed the development in an email on Sunday. “The total deferred production due to the attack is 65,000 barrels of oil equivalent daily “I can confirm that. There is no further impact on production, since all production from the swamp area has already been stopped days ago.,” the email from Eni’s Media Relations Unit said.

Electricity drops to zero six times in one month

High Tension line

The nation’s power generation plunged to zero megawatt six times last
month, the highest level since 2009, industry data obtained by our
correspondent on Friday showed.
Electricity supply to households and businesses across the country
dropped significantly in May as the national grid recorded six total
collapses and one partial collapse within the period.
The national grid completely collapsed 11 times in the first five months
of the year, as compared to six and nine times for the whole of 2015
and 2014, respectively.
The latest total system collapse was recorded on Wednesday, June 1,
according to the data.
As of 6am on Friday, eleven power plants, including the Shiroro Power
Station in Niger State, were not generating any megawatts of electricity.
Others were Afam IV & V, Geregu I, Omotosho I, AES, ASCO, Trans-
Amadi, Rivers IPP, Gbarain, Olorunsogo I and II.
The total national power generation stood at 2,604.5MW as of 6am on
Friday, down from a peak of 5,074.7MW on February 2, according to the
Ministry of Power.
The slide in power generation has worsened the blackout being
experienced in many parts of the country, with several consumers
without electricity for hours in recent weeks.
Generation from Egbin, the nation’s biggest power station, stood at
181MW, down from 1,085MW on March 15.
Shiroro Power Station in Niger State, Olorunsogo II in Ogun State, and
Rivers and Trans-Amadi IPPs, both in Rivers State, were idle.
Increasing gas constraints largely occasioned by recent attacks on
pipelines in the Niger Delta had left about 4,400MW of the nation’s
power generation capacity idle as of Friday.
Other factors limiting electricity generation are line constraints/load
rejection by the distribution companies and water management/
maintenance, according to industry data.
Gas constraints prevented 3,661.1MW from being generated, while
355.6MW and 380MW could not be generated due to line constraints/
load rejection by Discos and water management/maintenance,
respectively.
The nation generates most of its electricity from gas-fired power plants,
while output from hydro-power plants makes up about 30 per cent of
total generation.
As of April 5, the unutilised generation capacity was 3,626.1MW, with
3,100.5MW due to gas constraints; 245.6MW caused by line
constraints/rejection by Discos and 280MW as a result of water
management/maintenance.
The Chairman, Network of Electricity Consumers Advocacy of Nigeria,
Mr. Tomi Akingbogun, complained that many consumers were being
giving over-estimated bills despite the worsening state of power supply.
“We hear that most of the problems arise from the transmission lines
because many of them are weak,” he said, adding that the distribution
companies had failed to provide prepaid meters to the consumers to
ensure that they billed the people only for what they consumed.
Akinbogun said, “They (power firms) are not concerned about the total
system collapse because they are making money whether they supply
electricity or not. So, why will they be interested in making sure that we
have electricity?”
The Minister of Power, Works and Housing, Mr. Babatunde Fashola, at a
recent public lecture, said, “In our road map to incremental power, we
are looking at what we have and what we can get out of them.
“We have 26 power plants (including the AES plant), three of the plants
are powered by water, the hydro power plants in Jebba, Kainji and
Shiroro. The remainders are powered by gas.”
He put the total number of turbines, which should actually generate
power from 25 power plants (excluding AES), at 140 turbines with
installed capacity of 12,341MW.
“At the best of times, only about 78 turbines are generating power,
which gave us our peak of 5,074 MW.
“The problems have been identified as either damaged, unmaintained or
unserviced turbines in the hydro power plants; and in the cases of gas
plants, it is largely non-availability of gas, coupled with lack of maintenance,” Fashola said.

Nigeria too big to have one man as president —Balarabe

Former Governor of old Kaduna State and leader of the Conference of
Nigerian Political Parties, Balarabe Musa, tells TOBI AWORINDE that
Nigeria’s current structure has prevented the country from reaching its full
potential

Why do you think Nigeria should be restructured?

The calls for the restructuring of Nigeria are genuine and they have been
going on for a very long time in the country. But it has always been an
issue of the country returning to a situation whereby we have the regions
and there is the centre. In the past, the centre was stronger than the
regions. I advocate for a return to the regions, as we had before, with a
strong centre capable of uniting the country and also bringing progressive,
even development throughout the country, which certainly a weak centre
cannot do. Again, in our experience of campaigning for restructuring, one of
the big problems is that some groups with some other interests got
involved and made the whole call for restructuring threatening. For
instance, the role of the (National) Reformation Council and the National
Democratic Coalition were not helpful to the genuine call for a restructuring
because they tended to look at the problem of Nigeria as a matter of
tribalism, ethnicity and so on. But it is not! The ethnicity, tribalism, etc. are
reflections, but not the real thing. I think this time, if we really want to
campaign for genuine restructuring of the country, it should be for reasons
of uniting the people. We have a lot of work to do on unity; we have a lot
of work to do on reconciling Nigerians. For that reason, definitely, we need
restructuring.

And then there is another issue which also has to be taken into account;
even when the campaign for the creation of regions was made, one of the
salient reasons, which wasn’t so expressed or stated but it was there, was
that there was this growth in the number of elite with individual interests
that threatened the interest of the country and states were created for
them to make less trouble for the country and bring about unity. States
were created simply to enable them to have areas where they can do their
things and bring peace to Nigeria. The restructuring now can also take into
account this more serious emergence; for instance, of the elite. Now, there
are so many elite; each one wants to become the president of Nigeria or
something like that and they make a lot of trouble for this country. And
their way of peacefully pampering them, making them peaceful, is to create
regions so that while they don’t become president of Nigeria, they have
become something that at least can fulfil their ambition by being emir of a
region or something like that.

What does this restructuring entail?

There are three approaches to restructuring; we can talk about them
altogether or individually. The first one is a return to the original system
whereby the regions become the federating units. Then there is (the option
of) a return to the parliamentary system. And the third one is a return to
the leading role of the states in the economy. These are the three most
important (types of) restructuring and all the three can be combined. For
instance, we can have a return to the regional set-up under the presidential
system and stay with the leading role of the states in the economy to
ensure peace, equality, justice and development of the country. We can
have all of them because they are complementary. But whichever we
choose, we must understand that we must have credible leadership. We
have not been having credible leaders since 1966 when the military came
in. We had credible leaders before the military came in 1966, but we were
able to manage the situation in the country. For instance, before the
military came, we didn’t have this disabling level of corruption, stealing and
criminal waste of resources. Whoever stole any kobo of public funds was
investigated, prosecuted and punished accordingly and in an exemplary
manner. Thus, we didn’t have things like we have today, simply because,
at that time, the state played the leading role in the economy.
But since 1966, when we began to restructure the country into a place
where private interests played a leading role and public interest became
only secondary or even incidental. We didn’t have this disabling level of
corruption, stealing and criminal waste of corruption until we arrived at a
situation where virtually 95 per cent of Nigerians survive on some
illegitimate means, whether they know it or not; whether directly or
indirectly, willingly or unwillingly—some even say not more than one (per
cent) survives on legitimate means. That is the system.

Are you of the view that a particular region benefits more from the
structure of Nigeria than other regions?

It is an abuse and should be stopped. For instance, the president can
decide to enrich where he comes from or wherever he wishes and get away
with it, even though there is a Federal Executive Council, which is supposed
to work with the president. Yet, the president does that and people take it
or even glorify him for doing what is wrong. We have seen cases whereby
deliberate marginalisation of sections of the country has taken place and
people don’t do anything about it. For instance, we have the most recent
one, where the President appointed his kitchen cabinet of about 23 persons;
not a single one from a particular zone of the six geopolitical zones in
Nigeria. Only a few people are allowed to assume power and nothing
happens. In other countries, no president will abuse his power and get
away with it. We know of so many countries where presidents who were
supposed to resign were impeached because they misused their powers.
Is there any constitutional basis for President Muhammadu Buhari saying
Nigeria’s corporate existence is non-negotiable?
That is what I am saying; it is an abuse of power and it should not be
allowed. It should be challenged, peacefully and democratically. It is an
arrogant abuse of power which should not be allowed and it is because
this sort of thing is allowed that we have this negative state of the nation,
political instability, etc. In other countries, where there is a strong political
culture, nobody can go below the standard and get away with it, let alone
abuse power. But here, it’s done and people get away with it. It shouldn’t
have happened. If we had a party system, unlike what we have today, the
president would have to take into account the implications before he says
anything. But here in Nigerian, when you become a president or a governor,
you are the party.

The structure of Nigeria is such that each region relies on one another
economically. Wouldn’t this be threatened by restructuring?

It is possible if we have irresponsible leaders. But if we have a responsible
leadership, every unit will work in cohesion with the other units in the whole
interest of the country. For instance, now we hear this nonsense in Nigeria
of a state saying it will ban people from other states from coming into its
territory or moving freely in its territory, while this contradicts the
constitution. The constitution gives every Nigeria freedom of movement
throughout the country.

The intentions of some of those joining the calls for restructuring have
been called into question. Do you think there may be political agendas at
play?

It has always been there. People say Nigeria is too big to have one man as
president controlling everything. It is true. The country would be better off
if it is restructured into regions and the regions are the federating units.
The regions are big and viable enough. People break Nigeria into six
regions. Each of the regions would be more viable and that would be in the
interest of the whole country. For instance, the North will concentrate on
agriculture in the interest of the whole country, while the other regions will
also pay more attention to the sectors that are more favourable to them.
Now, we have a situation whereby we have a neglect of everything. But if
we restructure into regions, we would have a region taking full
responsibility for what are the best resources in their area. It doesn’t mean
that they would deny the centre any right. No! Some resources should be
kept at the centre because they are better managed (there); for instance,
mineral resources are better managed by the centre—that is, some of the
mineral resources, not all. I am sure, if we leave some of the resources to
the regions, they would not be able to cope. Take the case of oil, for
example; if you say only the South-South, where oil is produced, should
have total control, you may find that they may not be capable doing it.
There are certain things that must not be at the centre. That’s why the
centre has to be stronger to handle the interest of the whole country.

What are the repercussions if President Buhari ignores the calls for
restructuring?

The party (the All Progressives Congress) will eventually deal with the
matter because the party will find that its future is being undermined. As
weak as the party system is now in Nigeria, the party will find ways of
dealing with the matter.

Do you think the APC’s refusal to acknowledge the 2014 National
Conference recommendations may haunt the party?

It was an abuse to the conscience of Nigerians because it was (former
President Goodluck) Jonathan who originally outlawed a national
conference. Later, when he found it useful, he welcomed the idea of having
a national conference. He went arrogantly to appoint every member of the
national conference. The President is right if he says he doesn’t want to
have anything to do with this conference because it was not legitimate. It
was just the design of Jonathan for his political purpose.

Buhari to implement Yar’Adua’s agreement with N’Delta militants

Late Umar Yar'adus
President Muhammadu Buhari is currently studying the gazette signed by
late President Umaru Yar’Adua on the Niger Delta crisis as one of the
possible ways of tackling the renewed violence being orchestrated by the
Niger Delta Avengers in the region, SUNDAY PUNCH has learnt.
The purpose of revisiting the gazette, it was further learnt, was to ensure
that all the agreements contained in the document were implemented by
the Federal Government.
The development is coming at a time the destruction of oil facilities in the
Niger Delta by the militants has crippled crude oil production and power
supply.
By Friday, power generation was said to have dropped to 2,832.5MW
because of the attacks.
The Special Adviser to the President on Media and Publicity, Mr. Femi
Adesina, confirmed to our correspondent on Saturday that the Federal
Government was doing all within its ability to restore peace to the Niger
Delta.
Adesina listed some of the steps being taken to include consultations and
the revisiting of the document signed by the late President.
“Every effort is being made to restore calmness to the Niger Delta, including
consultation, and taking a fresh look at the gazette signed by the Umaru
Yar’Adua government, so that the agreements contained therein will be
implemented,” the presidential spokesman said.
The Senior Special Assistant to President on National Assembly Matters
(Senate), Senator Ita Enang, had at a press conference on Friday confirmed
that some of officials of the Federal Government were already holding
discussions on how to end the violence.
Enang had said some ministers along with top government officials from
the Niger Delta had opened talks with the governors and aggrieved people
from the region on how to resolve the conflict.
He said the government was prepared to peacefully resolve the conflict.
He listed Federal Government’s representatives currently engaging in
dialogue with the stakeholders in Niger Delta to include the Minister of
Interior, Gen. Abdulrahman Dambazau (retd.); Minister of Niger Delta
Affairs, Usani Uguru; Co-ordinator, Amnesty Office, Gen. Paul Boroh (retd.)
and other ministers from the region.
He said, “The Minister of Niger Delta, the Minister of Interior, the
Coordinator of the Amnesty Office have been taking actions consistent with
their powers and with what I know, almost all the ministers and officers
from the Niger Delta region have returned to their respective states, zones
and blocks to talk to their leaders and their aggrieved persons on the need
for us to maintain peace.
“That is going on and they are the representatives of Mr. President. I will
not tell you what Mr. President wants to do in person but these are officers
and offices which are dealing with this matter.”

Panic In Rivers State: Gunmen Kill 19, Including Naval Officer & Nursing Mother

                                                 Governor Rivers State, Nyesom Wike

Rivers State and senseless killings! Gunmen suspected to be cult members on
Saturday killed 19 persons in Aluu community in Ikwerre area and Obite
community in Etche council area of the State.
A naval officer was among those killed when members of two cult groups
stormed the communities and went all out, engaging each other in a free-for-all
show of brutality.
The gunmen, believed to be of Greenlanders cult, invaded Aluu in reprisal
against a rival group, Icelanders and killed 15 persons, including a nursing
mother.
A naval personnel, who was among the Joint Task Force team that went to the
area to bring the situation under control, was hit by a bullet from the
cultists. Many others were injured during the attack in Aluu community.
It was gathered that the cult members also killed some innocent persons and
left several others injured.
A community source who witnessed the shootings, told Punch that some of the
cult members also stormed a community known as Etche and killed four
persons.
It was learnt that the gunmen also invaded a superstore in Omuoda village,
opened fire and killed many.
The bandits later advanced to Omuahunwo village and killed four of their victims
who were suspected to be rival cultists.
The assailants were said to have carried out the coordinated attacked based on
information that some members of the Icelanders were taking refuge in Aluu.
The incident left the residents of the area in anxiety as some people in the
affected communities fled their homes.
A source who spoke anonymously said, “Some cult members believed to be
members of Greenlanders came to the community and killed some people. The
boys operated in a very terrible manner. They went to a supermarket where
people usually go to buy something and opened fire on over six people.
“Some people narrowly escaped with gun wounds. We do not know the cause of
the killings, although we suspected that it is a cult war.’’
A source in Obite said, “At the moment, people are running away and nobody
knows who is who. The cult boys entered the community by 8am and started
shooting the people they described as their enemies.
“The Icelanders boys were the ones that shot the Degbam boys , but the fear
now is that the Degbam group has written a letter to the community, asking the
residents to flee because they are going to revenge.’’
Strangely, Rivers state Assistant Police PRO, Mrs Grace Iringe-Koko, said she
had not been briefed.

Woman Nabbed at Lagos Airport with Cocaine Inside Her Bra

An attempt by a South African woman to smuggle 1.210kg cocaine from Nigeria
to her home country was on Saturday foiled by Nigeria's diligent anti-narcotics
officials.
The 34 year-old apprentice chef was arrested at the Murtala Muhammed
Airport, Ikeja, in the process of her boarding a Johannesburg-bound plane. She
concealed the drug packed in two parcels in her brassiere.
The drug was detected by a female operative of the National Drug Law
Enforcement Agency (NDLEA) while on passengers’ screening.
NDLEA commander at the airport, Ahmadu Garba gave the suspect’s name as
Lekganyane Lerato.
Garba said “The suspect was intercepted during routine screening of passengers
on South African airline. The drug was neatly concealed but certainly not good
enough to escape our notice. She is currently under investigation and will be
charged to court very soon.”
The suspect said that she was lured into drug trafficking by friends.
She cried, “I never imagined that the drug would be detected because it was
carefully concealed inside my brassiere. A female officer requested to feel my
boobs that was how the cocaine was detected. My travel expenses were
handled by the sponsor who promised to pay me $3,000 when I get to
Johannesburg but all my dreams have been dashed following my arrest .”
NDLEA Chairman, Muhammad Mustapha Abdallah, said, “Daily arrest of drug
traffickers has validated our superiority. Drug trafficking organisations may try
their best but they will end up in prison custody.”

El-rufai removes subsidy on fertilizer

Kaduna State Governor Malam Nasir El-Rufai
Kaduna State governor, Malam Nasir Ahmad El-Rufai, yesterday flagged - off
the sale of fertilizer at N4,000 per bag to farmers in the state.
The governor, while performing the exercise in Giwa Local Government Area of
the state, said his administration has pulled the state out of waste and fertilizer
subsidy fraud. He warned against diversion of the products for commercial
purposes, saying any one found sabotaging the scheme will be prosecuted.
With the subsidy enjoyed by farmers in the state last year, NPK was sold at
N3,750 and Urea for N3,600.
The governor said he stopped the past practice of allocating fertilizer only to
“big men” and directed that fertilizer be sold only at publicly-designated points
to interested farmers, saying this is to ensure that every farmer in Kaduna has
equal opportunity to buy at first-come, first-serve basis.
“We have put our influence and credibility to attract private providers of
fertilizer and negotiated a fair price with them on behalf of our farmers. Without
putting a kobo of government money, we have made it possible for a farmer to
buy fertilizer from private supplies at N4000 per bag this farming season,” he
stated.

Intrigues as 20 contenders scramble for APC’s ticket in Edo

Edo State Governor Adams Oshiomole
The Edo State governorship election comes up in September, 2016, and already
several politicians have shown interest in the top job. Daily Trust on Sunday
takes a look at some of the contenders under the two major parties, APC and
PDP.
Evidently, the contest between the multitudes of aspirants who are working hard
to take over from Governor Adams Oshiomhole will be dicey. Besides
contenders from other political parties, over 20 aspirants are struggling for the
ticket of the ruling All Progressives Congress (APC), and each one of them feels
he deserves to take over from the outgoing governor, who is alleged to have
crowned his successor.
A peep into the life of some of the aspirants brings out salient issues about
them.
Major-General Charles Airhiavbere: He is one of the strong contenders for the
APC ticket in Edo State and this is the second time he is seeking the number 1
seat. He retired from the Nigeria Army in 2011 and went straight into partisan
politics where he contested the governorship election in 2012 on the platform of
the Peoples Democratic Party (PDP).
After a dodged struggle, he lost to the incumbent governor, Adams Oshiomhole,
but remained a powerful figure in the PDP, which he worked for during the 2015
presidential election. The PDP delivered Edo for the former President Goodluck
Jonathan, and also won the National Assembly election in the state.
However, when President Muhammadu Buhari won the presidential election,
Airhiavbere decamped to the APC, where he also led the party to win the state
House of Assembly election.
He said his structures are still intact, and that he is ready to make the APC
retain the Edo government house after the election. General Airhiavbere has
also pledged to drive the party’s progressive ideologies and programmes
towards the overall development and improvement in the living standard of
people of the state. He said with his viable economic model, which
encompasses effective security system, youth and women empowerment,
blocking of leakages in all sectors of economy of the state, rehabilitation of
ailing industries and factories long abandoned by previous governments,
employment generation and other laudable programmes, an APC government
under him would launch Edo State to the outside world.
Airhiavbere low side is that he is new in the APC.
Dr Pius Odubu: He is currently the deputy governor of Edo State and is seen as
another serious contender for the governorship seat.
One of his strength is that he has been in elective office for 16 years. He was at
the House of Representatives from 1999 to 2007 under the platform of the PDP
and thereafter became the deputy governor.
He is a grassroots mobiliser with proper understanding of political intrigues in
Edo State. When the space for the contest was opened, he did not hide his
interest in stepping into the shoes of the incumbent governor. However, as his
journey began to yield fruits, it became evident that he does not enjoy the
support of his boss. Despite that, Dr Odubu says he is part of the success
story of the governor and that he will continue with the party’s programmes if
elected governor. At a time, the deputy governor alleged threat to his life when
some assailants fired gunshots during the flag off of his campaign rally which
was rebuffed by Oshiomhole and all other government functionaries, a pointer
that he is not the preferred candidate.

He says he is optimistic of getting the party’s ticket if the primary is free and
fair. Sources said if he does not get the APC ticket and the crisis in the rival
PDP is not resolved, he may get the sympathy votes of aggrieved PDP
supporters at the general election if he gets the ticket of any other party.
Dr Godwin Obaseki: He is another formidable aspirant of the governorship poll
on the platform of the APC. He is currently the chairman of the state Economic
Management Team and has the full support and backing of the governor Adams
Oshiomhole. He is already seen as the “golden fish” and the most preferred
successor of the governor, who has been mentioning his name at every
available opportunity.
Though not seen as a grassroots politician, he will have to rely deeply on the
popularity of his boss to get the party’s ticket. However, if resources are
anything to go buy, Obaseki would have his way.
Barrister Ken Imansuangbon: Popularly known as the Rice Man of Edo because
of his yearly distribution of rice in the state during Christmas period, the
politician has an appeal among the downtrodden. He is an educationist and the
owner of the Pace Setters group of schools in Abuja. He is also contesting on
the platform of the APC. Imansuangbon was formally a member of the defunct
Action Congress of Nigeria (ACN). At a time, he left for the PDP but when he
lost the governorship ticket of the party in 2012 to Gen Airhiavbere, he left the
party and went back to the APC. Imansuangbon who hails from Edo Central,
will rely on luck to get the party’s ticket because the APC has already zoned
the position to Edo South.
Professor Oserheimen Osunbor: He was a former governor of Edo the state on
the platform of the PDP in 2007 but lost at the election tribunals to Governor
Oshiomhole. There are clear indications that after tasting what it means to be
governor, the professor believes he has more to offer for the Edo people and
working tirelessly to actualize his dream.
He contested the 2012 governorship primaries but lost to Gen Airhiavbere. He
was also a former Chairman of Nigeria Law Reform Commission. He decamped
to the APC after the 2015 general elections. He neither has the backing of the
governor nor that of the party’s machinery in the state but is insisting that he
shares some ideals with Oshiomhole.
Mr Frederice Osar-Ose: This is another contender in the APC. He says he stands
out because he believes that his resolve to continue from where Governor
Adams Oshiomole stops will bring the desired change in the state. An ardent
supporter of President Muhammadu Buhari, Ose has the listening ear of some of
the APC stalwarts in Abuja and Benin.
Osarodion Ogie: Is a former Chief of Staff and Commissioner for Works in Edo
State. At present, he is among the contenders for the APC ticket.
Chris Ogienmwonyi: Is a former Minister of State for Works and has shown
interest in picking the APC ticket for the governorship.
Pastor Ize Iyamu: He was the Secretary to the Edo State Government (SSG)
under the former administration of Chief Lucky Igbinedion. He was formerly of
the PDP before he decamped to the defunct ACN which later merged with other
parties to form the APC. He rose to become deputy national chairman (South)
of the ACN and was chairman of Governor Oshiomhole’s re-election campaign
in 2012. He fell out with the governor, when it became clear to him that
Oshiomhole will not back his governorship ambition. He is now a strong
contender in the PDP and has the backing of the state biggest political
structure, the Igbinedion family. Barring last minute change of political
scheming, he may not have much problem getting the ticket of the PDP.
Chief Solomon Edebiri: He is another aspirant on the platform of the PDP. He
enjoys the support of the masses in the state but does not have the backing of
any god father. He also contested the governorship of the state in 2012 on the
platform of the former All Nigeria Peoples Party (ANPP).

I rejected private jet gift —Apostle Johnson Suleman

                                                         Apostle Johnson Suleman
Johnson Suleman, who just ended the Johannesburg, South Africa, version
of the Restoration Conference 2016 and will be moving to Kigali in
Rwanda in June, shares his travel experience, and why he rejected a plane
offer by a businessman.

You were in Johannesburg and moving to Rwanda next. What should the
Rwandans expect of your mission there?

We have declared our next move through the Holy Ghost to have the next
Apostolic Visit to Kigali, Rwanda. The Johannesburg experience was
awesome. I will tell you that Rwandans will experience unforgettable
moments and results with God. They are going to experience great grace.
It is going to be miracles all over; challenges shall end as God’s Oracle
storm the African country. Storms shall disappear, and the mighty
presence of God shall manifest. It is going to be the same experience in
Philadelphia because the next leg of the mission goes there.

You are always on the move around the world preaching the gospel. What
have been the experiences so far?

God has sent His servant to America, to the world, to bring restoration and grace to all who would believe. Recently, the world experienced he presence of God in America, as people
from all parts of America yearned for the great encounter. Over the years, American cities like New York, Texas, Chicago, Georgia, Maryland, Florida and several others have experienced the power of God. It was Minnesota, three weeks ago, and Philadelphia next. We were also in Sierra Leone after the Minnesota
experience. Next was Johannesburg in South Africa, and next is Kigali,
Rwanda. And God has promised us these are also going to be fulfilling
journeys in the life of the hopeless and the downtrodden. As we move
around the world through His special grace, millions of people are being
freed from all evil foundations that temporarily hold on to their glories,
finances, health, spiritual life and family success.

Your ministry’s Celebration TV just marked its third anniversary. How
has the response been using a faith based television channel to reach
audiences?

We give all glory to God. We saw this vision passionately spreading
beyond Africa and it has come to be. We are determined to keep on this
blessed track and ensure souls and lives are redeemed as far as
technology can reach. The aim for which the Celebration TV of our great
ministry of God was established is fulfilling. One of the core objectives is
to reach many homes across the world, wiping away tears and restoring
people back to their destinies through the revelation of the Word and the
manifestation of power and the reality of the Holy Spirit. Celebration TV
was established to take the gospel into the homes, schools, offices and
businesses of millions across the nations. We are going to continue to use
this powerful tool for the gospel and expansion of the Kingdom.

It was in the news that you have joined the league of pastors who own
private jets; is that true?

It is no crime for a man of God to have a private jet, if it is meant to
reach the world faster in spreading God’s mission. But I don’t have one
yet. The truth is that, I was given a private plane as a gift about one
month ago. But God told me that the giver was not pure. So I rejected it.
You may have seen the pictures of the jet on the internet. In fact, I
collected it. But when I prayed over it and found out that the source of the
giver’s wealth wasn’t sincere, I politely turned it down.

Helping people has become a constant feature with you, even as you
heal people. Is that the secret why you have so many followers?

To start with, one lesson is the value of time-tested methods. Yes, using
the new media for outreach contributes significantly to attracting people
to God. But the fact remains that teaching the Word and having personal
relationships by way of sharing, are the most effective forms of publicity
to growing the church. Like I have always shared with people, I have
tasted poverty. I come from a very humble background. This is what fires
my passion for sharing with the less privileged. We are not graceful with
words of mouth; we are also generous with other things that make life
worth living for a man. God understands the needs of man and He is ever
ready to provide those needs if man obeys His Word. We regularly share
cars worth several millions of Naira, cash gifts and more. The latest is a
brand new multimillion Naira Mercedes car we gave out to a member.
There is the story making the rounds about celebrity marriages crashing.
What are the divine elements needed to keep a marriage going?
The Lord says in Genesis 2:18. “It is not good for the man to be alone. I
will make a helper suitable for him. That is a proof that God wants and is
happy with man and woman relationship. For a Christian to keep the
home, spouses must avoid anger to the point of leading them to commit
evil. In marriage, you need to understand the mystery of the third party. It
must be fought. In marriage, spouses must always be one another’s
friends. If a marriage must succeed, there in spouses, must be spiritual
and emotional maturity. One of the keys to a lasting marriage is
communication. Lack of communication gives room for suspicion and the
devil sets in. Spouses must learn to call each other pet names to deepen
the mutual affection, even in Christian homes. A woman must learn to
take good and proper care of her body. In marriage, love covers multitude
of offences. Immorality sets into marriages when men are not sexually
free with their wives.
Can you share the experiences of your recent conference in
Johannesburg.
It was indeed awesome. God manifested Himself in many miraculous
ways. It is a written pact that God’s works done in God’s way never lack
positive supplies. God has always been wonderful. The Johannesburg
experience tagged Restoration Conference 2016 was an explosive
deliverance episode that was filled with signs of His glory and power.
Many things new did happen in the life of many. Of course, when Jesus
calls, the world gathers; listens and profits hugely.

Ayo Fayose says he has gone on indefinite strike

Who Cayuse , Governor Ekiti State
Ayo Fayose says he has gone on indefinite strike
Ekiti state governor, Ayo Fayose, says he has gone on indefinite strike just as
the state civil service are currently embarking on an indefinite strike following
unpaid salaries. In a live broadcast in the state today June 4th, Fayose said
“I want to tell workers that I have placed myself on indefinite strike in
solidarity with them. I share your pains, but it is rather unfortunate that
a man can’t give what he doesn’t have,” he said in a broadcast.
Presently, I am handicapped and there is nothing I can do. I appeal that
you put the interest of the state above everything, because the present
position affects everybody. I have told you the true position of the
finances of the state, of which you had played critical roles in allocation
of federal allocations to relevant sectors which shows how well I had
carried you along since the dwindling revenue to the state commenced.
During my first term, I mean, 2003 to 2006, I used to pay salary of
workers by 21st of every month. But the present situation is very
unfortunate and we have to learn how to live with it until the country
wriggles out of it and things will change for better. I want to say that I
will be expecting you back to your offices when you are ready to return
to work. I shall be expecting you.”he said

Nigeria bleeds as pipeline bombings, vandalism wreaks economy

The recent spate of bombings of oil facilities in the Niger Delta has put
the Nigerian economy in dire straits, plunging the country further down the
road to a financial crisis. Latest data released by the National Bureau of
Statistics, NBS, said the Nigerian economy is teetering on the brink of
recession and the increase in bombings is throwing the country deeper
into the abyss. The situation becomes worrisome when viewed against
the backdrop that crude oil exports account for about 70 per cent of
Nigeria’s revenue and 90 per cent of Nigeria’s foreign exchange earnings.
In the wake of the return of hostilities in the Niger Delta, Minister of State
for Petroleum Resources, Mr. Ibe Kachikwu, had a few weeks ago, stated
that Nigeria’s crude oil output had dropped to 1.4 million, but analysts are
of the view that the country’s crude oil output would have dropped
significantly to about 900,000 barrels per day as at today. What is this
means that the country is currently losing about 1.3 million barrels of
crude oil daily due to the bombing. This is exclusive of the huge volume of
gas that is transported through the affected pipeline.
In monetary terms, with the current price of Light Crude oil at about
$48.94 per barrel, Nigeria is currently losing about $63.622 million on the
deferred 1.3 million barrels of crude it could not export. This is an
equivalent of N12.724 billion per day and N381.732 billion per
month. Already, the NBS GDP report for the first quarter of 2016 had
stated that the crude oil component of the country’s total trade decreased
by N716.7 billion or 46.6 per cent against the level recorded in fourth
quarter 2015.
In addition to the loss in revenue to the country, power supply is gradually
inching closer to zero, as the attacks have crippled almost all of the
country’s power plant. Currently, power supply is put at about 2,800
megawatts (MW), dropping to as low as 650MW within the week, from a
high of 5,074MW recorded in February. Dallas Peavey, Chief Executive
Officer of Egbin Power Plc, stated that the company’s power generating
capacity had dropped to less than 10 per cent of its 1,320 megawatts
capacity. “We are just sitting idle here,” he told newsmen.
In addition, he stated that until the violence ends and gas supplies resume
unhindered, the company has suspended plans to double the capacity of
power plant, saying that “We cannot double the capacity if we cannot find
fuel.” Desmond Ogba, Managing Counsel and Head of Energy Projects at
Templars, a Nigerian law firm, also warned that if the vandalism is not
addressed urgently and comprehensively, electricity will continue to
deteriorate and the government’s aspiration to significantly increase power
generation by 2019 would be a mirage.
As a result of all these negatives, economic analysts are of the view that
the future for the Nigerian economy appears bleak, and it is expected that
the country’s Gross Domestic Product for the second quarter would be
negative, meaning that the country is officially in recession. The situation
worsened further for Nigeria, especially with the low oil price, as revenue
accruable to the Federal Government would drop drastically. Already, the
amount shared by the Federal, state and local government, had over the
months been dwindling.
Even with the slight rebound recorded in the price of crude oil in the last
couple of days, the country would still be at a disadvantaged, as its low
oil output would further worsen the situation.
Reacting to the bombings, Acting Director-General of the proposed
Maritime Security Agency (MASECA), Mr. Jacob Ovweghre, said the
actions of the Niger Delta Avengers, NDA and other militant groups would
wreak the Nigerian economy and cause even greater pain to the people of
Niger Delta, who would bear the direct burden of the crisis and not the
government.
According to him, the destruction of the pipelines in the Niger Delta will
reduce the states’ revenue bases and bleed the nation’s economy,
increase environmental degradation, pollution, poverty, hunger, school
drop-out, unrest, insecurity, under-development and economic loss. He
called on the NDA and other militant groups to desist from bombing crude
oil facilities in the Niger Delta and from engaging in other acts of
economic sabotage. Ovweghre advised the NDA to have a rethink of their
action and use intellectual agitation within the ambit of the law to pursue
their demands, so as to gain credibility. It is hoped that the Federal
Government resolve the crisis amicably so as to prevent the economy of
the country from being brought to its knees.

MASSOB says Biafra stretches towards the gulf of Guinea

ENUGU - The Movement for the Actualisation of the Sovereign State of
Biafra, MASSOB, Saturday, threw its weight behind the Niger Delta
Avengers, NDA, whose unrelenting onslaught on crude oil pipelines and
installations in the Niger Delta region has plunged production capacity to
below 800BPD.
MASSOB equally expressed satisfaction with the consistency, selflessness
and pragmatism of pro-Biafra groups and revealing that their doggedness
during last Monday's Biafra anniversary which turned bloody has proven
their firm believe on Biafra secession.
A statement signed and made available to Vanguard by MASSOB
leader,Uchenna Madu, it explained that the activities of Niger Delta
Avengers is a natural confirmation that Biafra stretches towards the gulf
of Guinea.
"The natural inhabitants and indigenous people of these lands are Biafrans
by birth but Nigeria by citizens. MASSOB have made it open that we want
Biafra though we chooses non violence approach, we shall also support
every genuine and legitimate methodology, approach chosen by any group
towards Biafran self determination.
"Because of our non violence approach, the Nigerian security forces have
killed thousands of MASSOB members and other group members since
1999 when the current struggle started. These extra judicial killings of non
violence and unarmed Biafra agitators have gone unchecked by the
Nigerian Government and international watchdogs against human rights
abuses, brutalities, genocides and pogroms including United Nations.
"The western world seems not to react against the Ethnic cleansing of our
people because of economic and diplomatic interest in Biafra natural
treasures which they aligned with Nigeria, they kept their hypocritical eyes
closed against the fate of over 60 million Biafrans.
"Nigeria and her likes understand the only language of violent, today,
Buhari's military soldiers are being disgraced, economic power block being
dismantled, diplomatic relations being shattered, his Government in
disarray even himself is confused because of the activities of Biafran
agitators in the Eastern region. Our comrades from Niger Delta who are
more United and focused than groups from Igbo based hinterland should
not relent as the knees of our oppressors shall bow soon. They will beg
Nnamdi Kanu"the statement reads.

Don’t discard entire Confab report, Afenifere urges Buhari

Former President Good luck Jonathan and President Buhari
THE Pan-Yoruba socio-cultural group, Afenifere weekend charged
President Muhammadu Buhari to forget any misgiving he has about the
2014 national Confab report and be courageous to make use of those
aspects that will take the country out of its present sorry state.
Secretary-General of the group, Basorun Sehinde Arogbofa spoke with
Weekend Vanguard in Akure.
Arogbofa speaking for the group said there was the need for the President
to implement the report of the 2014 confab which, according to him,
contains all the solutions to the challenges facing the nation
According to him, “It will be a disservice if the report is thrown into the
dustbin by the President. Such a report cannot be wished away We will
appeal to our President who is the father of the nation and the number
one citizen to have a second look and summon the courage to pick up the
report and make use of those aspects that can make the country move
forward.
“President Buhari should be bold enough to look at the report. Nigerians
and not spirits or ghosts took the decisions. Ego doesn’t pay where the
welfare of the people is concerned. We are surprised that the President
would take such a position that he has no intention to glance at the
report or make use of it.
“Those who met for the confab are all Nigerians, important Nigerians for
that matter that cut across age, positions and tribes. They met to discuss
the problems of this country and came out with over 600 consensus
resolutions. The reason adduced by the President for taking such a
position “is not the best and it defiles logic. He was quoted to have said
that money was spent on the 2014 Confab while the Universities in the
country were on strike. The problems in our university was just one of the
problems that the Confab addressed and proffered solutions to.
Speaking in the same vein the National Publicity Secretary of pan-Yoruba
socio-political organisation, Afenifere, Mr. Yinka Odumakin said that the
renewed calls for implementation of the Confab report is an indication that
only the recommendation can resolve the current wave of self
determination calls in Nigeria.
He also called on President Muhammadu Buhari not to ignore such calls
in the light of the ongoing bombing of pipelines in the Niger Delta region
by Niger Delta Avengers,NDA, and protests by the Indigenous People of
Biafra, IPOB.
Odumakin, who said this in an exclusive chat with Vanguard urged the
President to urgently set up a committee on the report or prevail on the
National Assembly to commence work on the recommendations.
His words: ‘’The confab report is the manual that can save Nigeria now.
He should take the report and give to the National Assembly or set up a
committee to work on it, when that is done, he will see that he will have a
country to govern. At the moment he does not have a country. The calls
to restructure Nigeria is the only way out for Nigeria at the moment. On
two fronts, the economy has collapsed.
‘’The centrifugal forces are now at play and Nigeria is on the verge of
disintegration. In the last two weeks I have seen Biafran currency, I have
seen the Middle Belt currency, IPOB is on the prowl, Avengers are
avenging, herdsmen are on rampage and there is unease in the country.
Now, the President of the country wanted to travel and some people
threatened him not to travel, that’s not the kind of country we have to be
proud of.
‘’If the President today picks the report of the national conference and ask
the National Assembly to start working on it, I can assure you that all the
people making those agitation will put down their weapons. But if he says
that he want to continue with Nigeria the way it is now and think that he
can use gun boat to save the country that is on the verge of collapse, he
will not succeed.’’

Woman Beheaded In Kano MUST Get Justice

Imagine how barbaric people can be in the name of religion, that they beheaded

a woman and they were very confident to parade the streets with her head.
*spits*! I couldn't even post that picture. Too gory.
Anyway, Nigerians like Dr. Joe Odumakin, Oby Ezekwesili and others have
indicated their readiness to pursue this particular case until justice is done. And
the governor of Kano state, Umar Ganduje, is also said to be very sad about the
action of his people.
He met with late Mrs Bridget Patience's husband, CAN President (Kano) and
leader of the Igbos in Kano.
The governor has been engaging stakeholders since Friday over the death of
Mrs Bridget Patience
who was killed on Thursday by mob action over alleged "blasphemy". He also
met with Christian Council of Nigeria, Women wing, led by their President, Hon
O.C. Williams.
Good news is that one person, the main suspect in the beheading saga, has
been arrested. Police say the are all out to get the heartless people who
commit the act and investigation is still on going.

I’m Tired of The Madness; Charly Boy Says He's Found Jesus

After all the craze and what have you, Area fada Charles Oputa aka Charly Boy
is now a new man. He said he has encountered "positivity" and he has
abandoned all the razzmatazz associated with the entertainment industry for
the gospel of our Lord and Saviour, Jesus Christ.
In a chat with Encomium, Charly Boy said his encounter with Jesus was the
freakiest moment of his life:

What have you been up to lately?

I have been up to all sorts. It is never a dull moment with me. My whole life is
about adding value to people I am opportuned to meet. Adding value to my
environment and just finding a way to be useful not just to myself but my
family and my environment. So, I pretty much stay busy all the time and if it is
a dull moment, I create things for me to do.
You’ve been so controversial on social media lately, what inspired it?
I think a lot, that is my job. I am a journalist. I talk about all the things that
affect me, that affect my loved one, things that affect other people. So, I have
always been talking since I became Charly Boy. I have always had opinions
about somethings happening. First, I am a journalist and I keep telling you that
before anything else. So, I write a lot. I am a social commentator of some sort.
My job is to call the attention to the things that are awesome and to react
when I see the things that are not good at all.

Can you tell us about your encounter with Jesus?

My encounter with Jesus was the freakiest moment, and if you read the piece I
wrote, it is just saying that God really wants us to be real but the Nigeria
perception about Jesus and how it works is just too Nigerian for my liking.
They look at Jesus/God as babalawo or the pastors make some sacrifices and
bring some money and goats and all the problems will disappear. It doesn’t
happen like that and these days people are not going to church to nurture their
spirituality. Rather, it is either they are looking for babies, wife or husband or
promotion. It is all about the wrong reasons for being a Christian.
So, God was just telling me that in most of these churches they don’t have
anything to do with Christ or God. They are there for business. I was wondering
what does Jesus want from me? Is it for me to intensify my campaign for the
hopeless, the downtrodden, people who have been consumed by this
wickedness in the country. There are a lot of nice people who are losing their
niceties because they don’t know what else to do. They are just hopeless.
Hopelessness is hanging over their head. They are frustrated, confused and they
want to stay good because they were born good but they are losing their
goodness because of the battle of survival. Like a young lady, who has been
brought up in a humble and decent home but because she is looking for a job
that is not there and her parents cannot afford to take care of her anymore, she
is industrious and nobody to help. Finally, she resorts to prostitution, whereas
under normal circumstances, she wouldn’t go that direction but it is just out of
desperation. So, those are the souls I am hoping to capture before they go
completely bad. This is what the environment has turned out to be.

Can you please tell us the things Jesus told you to stop doing?

All those contrived stuff that Charly Boy did and not me as Mr. Oputa, they
have been outgrown. So, I have left them for other people who want to continue
the madness.

Looking at the rate of marriage breakup generally in the entertainment
industry, what will you say about it?

It is an unfortunate thing. I am saddened about it, especially with my son, the
one in America. He is 39 and there is this Nigerian girl that he is dating. As I
was hoping he will get married sooner or later only for him to turn around and
ask me, must he be married, I was like what are you talking about and he
started telling me that he does not understand this marriage thing. Why can’t
he just have a contract with the girl, maybe we stay for four years, then if we
want to continue they would renew the contract rather than for better for
worse. That he doesn’t understand it.
That also gave me a cause of concern. Marriage is not a bed of roses. It is for
people who have major respect for each other and want to stay in a marriage.
Marriage is a lot of work and I still want all my children to get married the
traditional way, discipline themselves to maintain that commitment forever . I
discovered that the average youth marriage, especially in Nigeria doesn’t last
more than two years. This is crazy and terrible. I volunteered as usual, not
because I am an expert or because I came with some experience, I have been
married before my present one that is working out. I have been married thrice
before but they didn’t work out. Now, I think I was immature at that time but
now I am in a better position to at least talk to younger people and share my
own experience. Maybe there is something they can learn from it or something
that I can learn from what they are going through.
How did you discover the marriage councellor part of you?
It has always been there but not for the public. I am a teacher of some sort. I
have been teaching all of my life, especially as Charly Boy. Many of these big
artistes passed through the Charly Boy Show. Many of these young people
passed through the Charly Boy university. I have mentored thousands and
thousands of people. Because of me and the way I live my life, they have been
emboldened to chase their own dreams and never give up.
How have you been able to sustain your marriage even with the tales of
controversies?
It’s because I really want to stay married to that person and that person wants
to stay married to me. So, it has to be two people who want to stay marred.
Controversy is contrived. Charly Boy is Charly Boy. Charly Boy doesn’t live in
our house, Charly Boy doesn’t come home. My children know Charly Boy but
they know Mr. Oputa as their father. That is the big difference.
Charly Boy is an image, he is a character, he is not who I am. I am Mr. Oputa
but yes it is not every artiste that can strictly define and separate their image
from what they really are. To some people, it can get so confusing that they
don’t know if they are really that image or they are somebody else. I am on top
of my game and that is the difference between a character, an image or a
personality.

APC splinter group emerges in Kaduna

Leader of splinter group, Tom  Maiyashi

Leaders have emerged, at the state level, for the splinter group of the All
Progressives Congress (APC) in Kaduna State, known as APC Akida.
The group, however, said that it would soon name its leaders at all levels in the
state.
The state executive committee of the group has Mr Tom Maiyashi as convener,
Alhaji Ibrahim Yaro, deputy convener and Hafsat M. Baba as secretary.
Addressing newsmen in Kaduna, yesterday, Maiyashi said the APC Akida will
serve as a platform for key stakeholders and active members of the APC to
work for the progress of the party in the state.
Those at the meeting included Senator Shehu Sani and Hakeem Baba-Ahmed.
Maiyashi said that in the coming weeks, the APC Akida would intensify its
campaign to mobilise members to protect what he termed as their legitimate
interests.
The convener said that the group came into being because the APC has been
hijacked and incapacitated by the powers-that-be in the state.
“We believe in playing responsible and constructive roles because the
government appears to have shut out basic involvement of citizens in
governance,” he said.
“We came on board because our party structures do not exist or function in a
manner prescribed by our party’s constitution. It does not protect the interests
of our members, and one of our key goals is to help reestablish party structure
at all levels.”
He said that the APC Akida was neither a faction nor an alternative party
structure.
Maiyashi said that the group was committed to seeing that the APC-led
government in the state worked successfully for the people.
He called on the national leadership of the party to fulfill its promise to
reconstruct the party at all levels in Kaduna State.
He urged Governor Nasir el-Rufa’i of Kaduna State to lead with a sense of
commitment.

FG Scraps Post Jamb Exams, Pegs Admission Cut-Off Mark At 180

The federal government has announced the scrapping of post JAMB
examinations also called post-UTME (Unified Tertiary Matriculation
Examination) and the pegging of the tertiary school admission cut-off mark to
180.
Making the announcement at the 2016 policy meeting of the Joint Admission
and Matriculation Board, JAMB, was the minister of education, Adamu Adamu
who said tertiary institutions were free to screen applicants, but were not
allowed to subject the students to another examination process.
He said: “JAMB is one of the most active parastatals in the ministry; I expect
that policies that would be beneficial to Nigerian students should be discussed
at this meeting.
“As far as I am concerned, the nation has confidence in what JAMB is doing.
The universities should not be holding another examination.
“If the universities have any complain against JAMB, let them bring it and then
we address it.
“I believe there should be no ground to lower the quality; November. 30 remains
the closing date for 2016 admission. No institution should exceed its quota in
admission; we will start issuing penalties to defaulting institutions.”
Also speaking at the meeting, the registrar of JAMB, Dibu Ojerinde, a professor
and the JAMB registrar, announced 180 as the minimum cut off mark for
tertiary institutions.
He said: “One-hundred-and-eighty is given and no institution will go below 180
this year; some universities can go above it, I know Obafemi Awolowo University
of Ife, will not go below 200 and University of Lagos will not go below 200, and
also University of Ibadan. All these ones stand. But 180 is a benchmark for
others.
“We will get enough candidates to take in all the schools if they are serious,” he
said.

Reps summon Fashola over epileptic electricity supply

Raji Fasola, Minister, Works, Housing and Power

The House of Representatives on Thursday summoned the Minister of Power, Mr
Babatunde Fashola, to appear before its members to explain reasons for
prevailing poor electricity supply in the country.
To appear with the minister are Nigerian Bulk Electricity Trading Plc (NBET),
National Electricity and Regulatory Commission (NERC), Generation Companies
(Gencos) and Distribution Companies (Discos). Fashola, the agencies and
companies as well stakeholders in the power sector are expected to be at a
public hearing to be conducted by the House on the power supply issue.
The invitation followed a motion which came under Matter of Urgent Public
Importance through Rep. Johnson Agbonayinma (Edo-PDP), who called for
urgent an attention to epileptic electricity supply across the nation.
He recalled that defunct power Holding Company of Nigeria (PHCN) was
unbundled in 2010 into generation, transmission and distribution companies
because the Federal Government could not manage the company.
He said that splitting it and given them to private concerns was to ensure
improved efficiency and profitability in the sector.
The lawmaker, however, expressed dissatisfaction that in spite of privatising the
company at a “landmark 2.5 billion dollars’’, Nigerians were yet to feel the
impact of the exercise.
“When the Federal Government had the distribution and generation companies,
light was more constant than what Nigerians are experiencing today.”
He decried the current situation where power generation which was over 4,000
megawatts when PHCN was operational had dropped to 1,500 megawatts,
throwing the nation into darkness.
Agbonayinma said the low electricity generation contradicted government’s
promise to in the new arrangement, provide 5, 000 megawatts to Nigerians in
the first instance.
The lawmaker expressed dismay that the increase in petrol pump price, soaring
rise in prices of food items, collapsed roads, unemployment, and insecurity, had
contributed to the hardship being faced by Nigerians.
The motion was unanimously adopted by members through a voice vote and it
referred was to the Committee on Power for further legislative action. No date
was fixed for the public hearing.Vanguard

THE IMPERATIVE OF EFFICIENT ENERGY MANAGEMENT IN POST-PRIVATISED POWER SECTOR

By Sunday Onyemaechi Eze

Before the privatisation of the power sector, the issue of efficient energy
management, high technical and non-technicallosses that have characterised
the Nigerian electricity industry and ways of curtailing it was never in the front
burner. Unlike vandalism which is a common and visible malaise, energy loss is
a hidden cankerworm which has silently affected performance and revenue
generation. Loss of energy amounts to revenue loss. Therefore, efficient energy
management must be seriously regarded as a fundamental business of
everybody beginning from our homes. It must be reaffirmed that the reality of
post-privatisation era of the power sector has drawn our attention to this
salient issue. And for the new companies to be able toprovide excellent services,
ensure stability in power supply to our homes and businesses and break-even,
it must be re-emphasised that energy loss must be jointly tackled by all.
Essentially, power supply drives the economy of nations thus;it is needed daily
throughout the year for national growth and development. But in and around
major cities across the country, loss of energy is common and evident in the
number of incandescent electric bulbs turnedon and wasting away in the day
time which ranges from street lights adorning major roads; that of Mai suya to
various kiosks, residential and organisational security lights which are never
switched off year in year out. One of the primary reasons adduced for
embarking on power sector reforms in Nigeria was the urgent need for
elimination of high technical and non-technical losses that have characterised
the Nigerian electricity industry.
Efficient energy management entailscultivating the habit of consciously reducing
the cost of energy utilised or consumed by an individual, organisations,
households, schools, businesses and various offices in order to minimise
waste. The abuse of; or obvious lack of judicious use of electricity supply
amounts to loss of energy. With a population of over 160 million people and less
than 10,000 mw of electricity, only about 40% of Nigerians have access to
electricity supply and a very large majority of these people reside in the urban
areas.
According to UNDP report Promoting Energy Efficiency in Residential and Public
Sectors in Nigeria “By energy efficiency, it does not mean that we should not use
energy, rather that we should use energy in a manner that will minimise the
amount of energy needed to provide certain services. Efficient
energymanagement therefore entails improvement in practices and products
which reduces the energy necessary to provide services. For example, to light a
room with an incandescent light bulb of 60W for one hour requires 60 W/h (that
is 60 watts per hour). A compact fluorescent light bulb would provide the same
or better light at 11 W and only use 11 W/h. This means that 49 W (82% of
energy) is saved for each hour the light is turned on. If we use energy efficient
appliances, it will help to reduce the energy necessary to provide services like
lighting, cooling, heating, manufacturing, cooking, transport, entertainment etc.
Hence the recommendations for tested and proven energy efficiency products
which essentially help to do more work with less energy. Some of the prospects
of energy efficiency management minimises the building of power stations; helps
to save money which will be invested in other sectors. It will also help to
increase Nigerian’s access to electricity.”
It is advised that compact fluorescent lamps/Light emitting diode and other
electrical appliances which consume less energy to produce the same amount
and better result in terms oflighting should be encouraged nationwide.
Incandescent bulbs should be replaced with energy saving bulbs because
according to Nigerian Electricity Regulatory Commission(NERC) “only 10% of
energy consumed by incandescent bulb produces light; the rest is giving off
heat.” In year 2012 the Nigerian Electricity Commission, as a way of
endorsement, gave out freecompact fluorescent light bulbs to Nigerians at the
programme launch.
Energy tends to lose its form, strength and weight as it travels from the long,
weak and aged transmission networks to distribution substations. Therefore,
functional meters that will accurately and completely plug energy leakages at all
households, schools, organisations, households, businesses and various offices
all over the nation should be in place. The new distribution companies having
embraced the Credit Advanced Payment Metering Implementation (CAPMI), a
scheme designed by the Nigerian Electricity Regulatory Commission (NERC) for
customers to access meters without delayshould aggressively promote it.
This scheme is voluntary for customers who do not want to wait until meters
are provided for them. It encourages customers to pay an advance into a
designated escrow account; while he will be repaid overtime through a
percentage reduction in the amount billed him for fixed charge. Customers are
encouraged to take advantage of this CAPMI, but for the scheme to succeed, it
must be dissected for customers benefit and aggressively promoted through an
enlightenment campaign by the distribution companies.
Meters have been found to be intentionally tampered with by customers to
evade accurate measurement of their consumption. Some also constitute
themselves into a power substation and illegally gives light to neighbours who
they charge fees. The penalty attached to these kinds of misdemeanour is still
subsisting. If flouted the distribution company has the grounds to activate legal
proceedings against defaulters.
Metering every home in Nigerialiesthe panacea to energy loss and consequently
revenue generation. Nigerians are ready to pay for electricity supply to their
homes and businesses provided it is available. Appropriate measurement of
energy consumed with the aid of meters is scientific and must shut out
estimated billings, mistrust and rancour.Electricity business is everybody’s
business; therefore we should all make sure it works. The new distribution
companiesmust evolve own innovative at reducing the level of energy loss.
A state of emergency on energy loss should therefore be declared in Nigeria.
This should form a strategy to activating the consciousness of Nigerians to
honestly cultivate the habit saving energy, remind the operators of the sector of
the need for better and efficient service delivery and for the sustenance and
survival of the new distribution companies. Finally, Nigeria should tap from the
UNDP report on Promoting Energy Efficiency in Residential and Public Sectors in
Nigeria whichcalled for the need to phase out inefficient incandescent lighting in
all applications; put in place energy efficiency policy and legislations; set
minimum energy performance standards (MEPS), and create awareness to
change behavior.
